You can save one title division. Other divisions stay as is. "Saving" means there's guaranteed to be a title defense every month, division has more than four active competitors/teams and there's an active storyline on TV all the time(either champ vs #1 contender or competition for #1 contendership). Saving also means raiding competant teams/individuals from indies if necessary. Basically everything the heavyweight titles have.
Main event championship divisions are considered "saved" already.

There are numerous benefits gained from having a strong tag team division. For one thing, you simply use more wrestlers in a tag match than a singles match, thus ensuring a payday for more people. There are individuals like the Uso Brothers or Otunga/McGuillicutty that may not thrive as single competitors but do better as tag team wrestlers. Tag Teams help older wrestlers like Regal and Goldust who can contribute to the product but are winding down their career; conversely, it helps the Cody Rhodes and the John Morrisons of the world to start out their careers working with more experienced guys. Having a tag division that means something helps to strengthen ppv shows, helps angles that involve stables or corrupt gm figures, and adds variety to a show that often lacks it.

I would save the tag division by reuniting a lot of the broken up teams such as Hawkins/Ryder and Slater/Gabriel.
However I would be willing to give individual members of tag teams singles pushes and singles titles WITHOUT compromising their status as a unit. For example, Cody Rhodes would continue to team with Ted DiBiase even if he does become World Heavyweight Champion someday.
Since a lot of the main event guys end up being placed in main event tag matches on RAW and SmackDown every week anyway, I would give a lot of these singles stars a partner to regularly team with. These teams can compete in the tag division whenever the more established/more over member is not in a feud for a singles title...
* Repackaging Cody Rhodes + Ted DiBiase Drop this Ted being Cody's bitch garbage, and have Ted suddenly become headstrong and indifferent to Cody's douchebaggery (emphasis on -baggery). Let Ted give Cody a verbal smackdown of some kind, which opens Rhodes' eyes and makes him treat DiBiase as an equal.
* Alberto Del Rio + Ricardo Rodriguez: Ricardo can wrestle while keeping the personal ring announcer gimmick, evolving his character into a "Mr. Kennedy/Anderson-esque" type of gimmick, introducing himself THEN Del Rio.
* "Dolph Ziggler" + "Briley Pierce": Ryan Nemeth can be called up to the main roster. The Nemeth brothers can team together in tag matches, but I do not want Dolph's push derailed for this pairing. Briley Pierce can be Dolph's "hypeman," serving as his brother's equivalent to Alex Riley/Edgeheads/Ricardo.
* The Miz + Alex Riley: I assumed that these two would become a regular tag team after the Miz/Cena feud was over. With Riley's face turn, and the possibility that The Miz could be the next top face, the only logical thing to do is to reunite Miz and A-Ry and put them in a HHH/HBK-like role.
* John Cena + Darren Young: Much like Cena's random alliance with Cryme Tyme in 2008, Cena could form another random pairing with his "blacker self."

Instead of the Intercontinental and US Title divisions separate, just one midcard title would be nice. The Intercontinental as a name means more than just "US" champion, so i'd keep that title, plus it has more history in the WWE(F). Bring back the days where the IC title could ME a PPV and it MEAN something. There used to be a stat that something like 90% of IC champions went on to win the big one.. It meant something.

The tag team division, if for no other reason than it allows twice as many guys to be on tv, in a match, as a singles match does.
I don't know why that doesn't occur to the WWE. Have three or four proper, dedicated tag teams, and three or four other duos who are singles guys who regularly tag together, and you've got a division.
I think I'd probably book it so that all the guys in those teams are agile, exciting guys, too. Keep the matches fast paced and interesting. Forget big hosses like Big Show, Mark Henry, Jinder Mahal. Too slow and cumbersome. Get some good double team moves going, because they usually pop the crowd quite well.
The Usos are looking pretty good lately, and seem to be getting a bit of a babyface following. Add to that Slaybriel (too late now, I guess) and I'd probably put Ryder and Hawkins back together as a team. Then make some more teams out of Yoshi Tatsu, Tyson Kidd, Trent Barreta, Primo, Johnny Curtis (just to put an end to those promos), Evan Bourne, Daniel Bryan, JTG.
Mostly guys who aren't doing anything, and who could adopt proper tag team gimmicks without any problem.
I wouldn't have top guys in the division, nor would I have some idiot like Teddy Long declaring that because Cena and Miz are feuding, they have to team up for a tag team title match. None of that, 'we hate each other but we're champs' nonsense.

- Beth Phoenix turns heel and destroys Kelly Kelly to win the belt.
- She throws the Butterfly Belt into a trash can and reintroduces the WWE Women's Championship.
- Make two tiers of Divas. The higher-tier Divas will be the ones who are generally more skilled in the ring. The lower-tier Divas will be the ones who are generally considered mostly eye-candy, but can still win some matches on occasion.
- Try to lure Sarah Stock, Mickie James, and Katie Lea away from Impact Wrestling.
- Sign Sara Del Rey, Daizee Haze, and Cheerleader Melissa from the Indies.
- Make Rosa Mendes a full-time manager.

It wouldn't even be hard to reinvigorate the tag division either.
The Dudebusters (rehire Caylen Croft) The Major Broskis Evan Bourne and Yoshi Tatsu (in my EWR games I call them The Dragonflies) The South Beach Party Boys (Darren Young and 'Showtime' Percy Watson-OH YEAHHH!) The Usos Slaybriel Santino Marella and Vladimir Kozlov David Otunga and Michael McGillicutty
That 8 teams right there, not even counting the semi-team of Cody Rhodes and Ted Dibiase. Hell, you could even team up Daniel Bryan and Derrick Bateman to make 10 teams. That would be enough to have one of those huge old-school Survivor Series matches!

Divas. For the simple fact that any wrestler that would complete in a theoretically saved tag division at least has a chance (if not necessarily a very good one) of making it big as a singles player. If the Divas division is garbage, then the divas have nowhere else to go.

The IC championship has always been a part of the card I'm interested in, but I think the tag division needs much more saving and could be more useful. There's just so much you can do with a good tag division.

Cruiserweight division. They have the talent to do it. Tag division is too dead to even begin to try to save it. Like bringing a get well soon card to a funeral.

Just what we need, another title nobody cares about. Maybe if you take the I-C title and bring it back to what brought it to the dance in the first place: no big hosses, just mat technicians and high-flyers not considered "big" enough to hold a World title.
