The reason Shane Douglas never made it big?
Dick Flair. No, Hulk Hogan. No, Eric Bischoff. No, Vince McMahon. No, Vince Russo. No, Shawn Michaels. No, Scott Hall....
Vince gave him a great gimmick in Dean Douglas but partly to his credit, he couldn't put up with Shawn Michaels being a jackass so left town after he'd gotten over in less than 3 months. Austin toughed it out during the Kliq's reign as did the Undertaker and Mick Foley and that's why they will have a retirement which is a heck of a lot more financially comfortable than Troy Martin's.
He basically blames everyone but himself and its no coincidence that during 1997-98, when the business was growing to the hottest level it had been in almost ten years with all eyes on ECW - the promotion's figurehead was Shane Douglas but there was no demand whatsoever for him to be seen on Monday night wrestling until Vince Russo started booking WCW whereas Sabu, Raven, Taz, The Sandman, Perry Saturn, Al Snow and even Mikey Whipwreck and the Blue Meanie all got the call before he did.

I wouldn't look to Russo for testement of wrestling knowledge.
And the Dean Douglas gimmick sucked. We were entering an era of anti-establishment and cutting edge material and I remember seeing the teacher skits and thinking "wow that's like it was done in 1987".

I remember in 95 when Bob Backlund had that campaign gimmick he introduced Dean Douglas and augmented him the board of education and instructed that he disciplines the youth of America and even gives him a paddle. I wonder what would have happened if he had an alliance with Backlund then.

I've never seen anything from him in the ring beyond "pretty good", and frankly I think Triple H executes the exact same character in a far superior fashion. On top of that, the guy just seems like an ass in real life.

Vince gave him a great gimmick in Dean Douglas You lost me there. Seriously, how was that a great gimmick? It was no more "great" than Repo Man, or The Goon. I think Shane ruined his chances in WWF/WWE by running his mouth too much. He never made it far in WCW because despite the fact that they were willing to give him a chance, he was easily the weakest member of the group he was in. He just wasn't that good. Dude cut a great promo and had a good look, but he was very mediocre in the ring. The only way somebody like that is going to make it big is if the company is really behind them, and Shane's mouth kind of prevented any company from ever getting behind him. I would say leaving ECW was a mistake, but I doubt the company would have lasted any longer if he had stayed, so he would've been out of the "big leagues" in 2001 anyway.

Before he left WCW he was not mediocre in the ring. I think he was one of the best wrestlers in the US at the time. His matchs in WCW in the early 90s were great and he had developed a great mix of personality, of wrestling style and confidance in himself and all he needed was taking it to the next step. Plus it's not liked WCW had a great roster at the time. He said he left for personal issues but he really should have stayed there, he was probably the next in line to break out with guys like Steve Austin and Dustin Rhodes(before the Hogan circus came in). I think really going to ECW did Shane more damage than anything, especially his second run. He went from an athletic guy that could wrestle to a fat brawler that could hardly do a dropkick anymore. About his gimmick in the WWF, instead of doing another 80s-style gimmick "The Professor" whatever, WWF should have presented Shane as the new commish. He comes in with glasses on and a suit, looking really distinguished. But then he starts doing heelish decisions and get into an argument with a face wrestler. And that's how he would get into matchs.
