Road Dogg in No Mercy. It's bad enough the game was cheap as hell but it's worse when you constantly get Specialed by a guy who's finish is a bunch of punches and a stupid dance.
I will say that I got a lot of satisfaction kicking the snot out of Eric Bischoff with every single person on the roster of WCW/NWO Revenge

As far as who I loved to beat up, my dad and I spent hours beating up Too Cool, the Mean Street Posse, and Michael Cole on Smackdown 2.
As far as who I hated to face, any of the handicap matches on No Mercy.

I think I'll do this by game.
HCTP: WGTT, as I used to do the tag route, then everytime they'd beat me with the Super Kick-German combo.
SvR 06: I always used to use Heidenreich and S2H as my resident jobbers, so them I guess.
07: Viscera always used to be a game changer in GM mode, which I never understood and hated him for it.
08: Lashley, what with his rapey voice messages.
09: Kennedy

11: No qualms with anyone in this one.
12: The Road Warriors or Demolition, because they always interfere in or get inserted into my storylines. Hell, most recent Wrestlemania, Del Rio wins the rumble, only to get replaced by Ax!

HCTP: Triple H, his reversal rate was set too high, and he would usually nail me with a Pedigree after a reversal.
Fire Pro Returns: Original Tiger Mask, all of his stats are very high, and his special ability makes it difficult to keep him down for the pin.
WM 2000: Cage matches. I never won one. I even played as Austin against Patterson in a cage match just to see if I could escape, and I gave up after playing for an hour.

Andre and Big Show in WWE All Stars right now is devastating for me on hard...The Acolytes one on 2 match in No Mercy gave me fits as well

The Rock in SYM is nothing short of a migraine.
Same with, in career mode, the steel cage match on Raw where you tend to get Triple H and Kane as opponents.
In fact, cage matches before SVR06 are maddeningly difficult, as are ladder matches before SVR07.

Tazz in No Mercy always used to piss me off. If you had it on a hard level, he would reverse everything, and I don't know if it was my copy, but he would interfere in like half the matches, even if he wasn't a rival of the guys participating. I once made an 8 match Wrestlemania on there, and he literally interfered in 5 matches.
My copy of Wrestlemania 2000 also had Brisco and Patterson interfere in everything too. So stupid and hilarious.

In the older SvR games, it was tag teams. Didn't matter who it was, just tag teams as a whole. The whole "opponent's tag partner always runs in to break up a pin" mechanic drove me up a wall.

Another one in '12, Heath Slater spent the whole in a year being a jobber on Smackdown, got drafted in a cutscene on RAW, then entered the Elimination Chamber and won it. He's also been the enemy of my CAW since I got the game, as I injured him in my Debut.

Ric Flair or Big Show in Day of Reckoning. The first time you face either after choosing your brand. I've heard it's possible to win, but I'd rather dedicate my brain-space to PhDs in old French and astro-physics than figure out that one.
Most AI characters in Mo Mercy's story mode just peak in no time, you win your first match fine, then you're spending a half-hour putting down Funaki or whatnot. The AI's specials seems to zip-up in a matter of seconds, regardless of how long the player's been on offense, and then boom! two suplexes from the AI and you're nursing a 'DANGER' bar.
