I mean this in terms of big indy names or veterans that the WWE likely or has been confirmed to have no interest in, for whatever reason.
Christopher Daniels, despite his experience, I recall hearing was off their radar for being too old and too small.
Samoa Joe, I get the sense that even with his friendship with Cena and Punk his window is closing soon, especially as he's sort of let himself go in TNA.
To go back a little, I don't recall the WWE ever pursuing Alex Wright at all after WCW ended, which is kind of curious considering how technically good he was and how young he was and still sort of is.

The Great Power Uti - Despite him being a legitimate legend they have no interest in him for some strange reason, although admittedly he does have to work on his selling.

Bob Sapp, seeing as the 'E love big, lumbering guys. I'm also surprised the Giant Bernard/Albert never got resummoned, seeing how drastically he improved after his extended stint in the East.

I could've sworn they gave Bob Sapp a tryout but he didn't sign with them so they replaced him with Lashley.

Muta. I want Muta/Taker at Wrestlemania. The entrances/theatric spectacle of that would be amazing.

Christopher Daniels seems like a very marketable guy. WWE needs another fresh "supernatural" talent around now that Undertaker is more than semi-retired.
As for Samoa Joe, WWE has been able to successfully push a spiky-haired, pasty-white ginger as a main eventer. I don't see why they should be so timid on a guy like Joe. Yeah, he's different... but in my book, different is a whole lot better than generic.

Not a big name as such but I was surprised that WWE didn't snap up Magnus before TNA did.
Young, charismatic, great on the mic, big built, decent look about him and mainstream exposure from appearing on Gladiators. I felt for certain the WWE would sign him.

I think that Joe is locked up with TNA for a while. Whenever that ends I think that he'll go over to the E for a while to round out his career.

In addition to spiky hair and pasty skin, Sheamus is also built like a beast and actually looks motivated in the ring. They also pushed Umaga, who's not exactly a bodybuilder, but again, actually looked like he gave a s*** during his matches. Actually, how is Sheamus "generic"? By your own description, he's one of the most distinctive looking wrestlers around.

Id love for them to go for both Prince Devitt and Kota Ibushi from Japan, they have more than enough wrestling ability, the look and a presence about them.
I still think they should go for Nigel McGuinness again, he may pass this time. Also Austin Aries and AJ Styles.

Yeah, he's different... but in my book, different is a whole lot better than generic. Not to mention that WWE is keen to push Brodus Clay, a fat blob who makes Joe look slim. Plus Joe is 100x the wrestler Brodus is. I think Joe would be great if he started giving a shit about wrestling again.

I'd love to see a Magnus/Wade Barrett team with Nigel McGuinness on a hanger on/management role.

Christopher Daniels should have been brought in years ago as the Undertaker's version of Darth Maul
Samoa Joe should have been signed as their new "Samoan savage" role.

Doesn't the E actually WANT Joe, but he keeps resigning with TNA like a jackass? I seem to remember this happening last time his contract came around.
I'd love to see Muta come in for something.
I haven't watched TNA for awhile, but AJ Styles had really grown into his heel role in Fortune before they turned face. He's got more charisma than previously applied to him, so maybe they'll actually show some interest in him next time.
Can't really think of anyone else. Alex Wright was always a favorite, wish they'd have showed some interest in him. I dunno.
