Surprised Austin Aries was never signed. He's ton quite a lot of work for WWE games, including voice acting.
And Colt Cabana. It's like somebody in the back doesn't want him in the WWE. Conspiracy...

The Great Power Uti - Despite him being a legitimate legend they have no interest in him for some strange reason, although admittedly he does have to work on his selling. Might be the biggest understatement of all time.

With a lot of those guys it isn't a case of WWE not pursuing them so much as another factor keeping them away. WWE did look into Austin Aries and promptly decided they didn't want to invest in a future wellness violation. Joe and Styles had offers and Daniels spent time at one of the WWE farm promotions for quite some time and got quite a few tryouts and dark matches.
I'd like to add as overlooked, Joey Ryan, Brody Lee, Delerious, and Mike Quackenbush.

I'm surprised Delirious never got a look. That gimmick would be over like Grover in WWE.

I am surprised they haven't showed any interest in Chris Sabin, Jack Evans or Joey Ryan and female wise Cheerleader Melissa or Mercedes Martinez I heard she was like Aries tried out for tough enough but was rejected

I'd really like to see Kenny Omega get a shot in the WWE. He's got talent and a marketable look. Omega was in OVW back when it was a developmental. He asked for a release though because he wasn't doing anything and kept pitching ideas that never got used.

They wanted to sign Samoa Joe a few years ago, but he turned them down. They ended up pushing Umaga as a Samoan Savage not long after that.

Kenny King would be a great fit in my opinion.....
Bob Sapp although no way in hell he'd pass Wellness....his size and charisma is off the charts though....

The guy IS a machine in Japan, though.

Is it speculation or is it documented?

TONS of people wwe never went after. dating back to the 80's is just stupid. luger earlier, sting, vader. the list goes on and on. also muta and most of japan never got a call either. bison smith, johnny ace, stan hansen, the funks they missed the boat big time and only signed them after the glory days were over or only put em in the hall of fame. I'm pretty sure they did pursue Sting, but Sting turned them down after he saw how the other WCW talents were treated. Vader also had two runs with the company.

Cheerleader Melissa! She would be perfect to join up with Natty and Beth's #PinupStrong movement! Kevin Steen! Might be a pain in the arse, but is super talented. Jimmy Jacobs! You'd think WWE would love to get him on the roster, seeing how he was using Social Media and internet forums to garner interest in Age of the Fall well before WWE even heard about its POWER!! But seriously, Jacobs is a talent. Great on the mic, can go in the ring. Daniel Bryan has even said that when he's having trouble with character issues or storylines, Jimmy's the first person that he contacts because he has such a great mind for the business.

Bob Sapp, seeing as the 'E love big, lumbering guys. I'm also surprised the Giant Bernard/Albert never got resummoned, seeing how drastically he improved after his extended stint in the East. Because his entire moveset is as far from safestyle as you can get. He does brilliant moves that look amazing but he'd never get to use them. He's better off in Japan.

I hate seeing the word "suprised" alot in this thread. Yes , the WWE should hire Austin Aries, Daniels, Joe, Omega, Jacobs. But how can you be suprised that the WWE, who hates pushing guys who werent't developed in a WWE test tube, not wanting to hire guys who are smaller than Daniel Bryan or guys whose wrestling style is too strong/ unsafe even for Indy standards.
And wrestlers with a gimmick that is awesome like Delirious and Generico would never get to use them in WWE since the WWE want to copyright everything these days. So would you still like to see maskless Delrious and Genrico on NXT with no chance to show personality at all?
I think the main focus of this thread should be guys who the wwe like to use , who aren't pursued. Like Brodie Lee, Bison (RIP) Magnus, Morgan, Crimson.

Have they ever at any point tried to sign Jushin Liger? Asked JR on Twitter once if Muta or Liger would ever get a short run and his reply was something to the effect of: "Muta's knees are shot and I have never heard of any interest in Liger." I remember reading reports of Shane McMahon pushing for Liger to be signed after Mysterio proved to be a success. I want to say that was around '03-'04 when WWE still had a cruiserweight division. I guess Vince didn't share his son's interest.
