I say give him a feud with Del Rio about who is more rich. They each can come out weekly with even more increasingly extravagant entrances where they one up each each other. Del Rio has Ricardo where Ted can employ Michael Buffer. Del Rio comes out in a nice car, Ted comes out in a helecoptor. Ted throws a party for his posse. Del Rio throws a party for the entire arena complete with Mariachi singers..
In there final battle they put all of there money on the line in a ladder whomever Loses has to declare bankruptcy, and the new gimmick is of a homeless person.

Perhaps make the DiBiase Posse a recurring thing in backstage segments?
Anything'd be better than doing the job like he did against Cesaro.

Release him
Things aren't working right now. Let him hone his craft elsewhere and come back when he develops some charisma, because that's the one thing that will always hold him back.

pair him with Michael McGillicutty or Bo Dallas as a face tag team.
Show clips of Dibiase Posse events outside, have other wrestlers pop up and the heels be annoying until he runs them off.

I can see him tearing it up in the Impact Zone Eh, I wouldn't mind him taking a harder approach in Japan or something. I think that would do wonders for him. I never had a problem with the guy, but he does come across as nervous at times whenever he's made to elicit any form of emotion. He's got the wrestling aspect down well, but he fails as a character. The "million dollar" approach to Ted Jr. will just make people think of his much more famous dad. He needs to separate himself from that persona.

This seems most reasonable, just a clean cut face team who have a few TV rivalries and if they get enough fan support move on to the tag title chase. Plus there are never enough tag teams for my liking.

Repackage him as the son of Dusty Rhodes or Bob Orton.

I was a huge Albert and Scott Norton fan, and was glad to find out they found success in Japan. Poor Albert

The DiBiase Posse thing was a step in the right direction, as they could play up his family's wealth in a way that's fundamentally different from his father.
However, they seemingly have completely forgotten that he existed since getting injured, and it's not like he was that relevant before hand.
