I spend a majority of my time in Hartford, and while I don't think its a great place or anything other cities I've been too always seemed a lot worse. Agreed with Newark NJ.

I've been to a lot of horrendous small towns. But in terms of a city of any significant size, Montgomery, Alabama might be the worst. I've been through there twice and it was a wasteland both times. The mall and some other businesses were boarded up, the stores that were open were dirty and traffic was congested. It was like an overcrowded slum, even more so than the bad part of Queens that I walked through.
I've seen some of the most rundown parts of a few other cities (Philadelphia and Baltimore, most notably), but my feet never hit the ground in those places, so I can't judge them fairly.
And in terms of places with the worst traffic (Manhattan notwithstanding), you can have your choice of cities in Florida. While I love Tampa and Orlando, both cities have more bad drivers than good. St. Petersburg has the most poorly laid-out roads I've ever navigated. Jacksonville has the longest interstate exit lines I could ever imagine. And the whole Miami area is just dangerous.

Camden, New Jersey. I've seen more pleasant warzones. Bodymore, Murderland is a close second, though the Inner Harbor and Fell's Point are mostly OK outside of the panhandlers. But the Inner Harbor hotels had to install keycard readers on the elevators and stairwells because panhandlers and muggers were making their way into the hotel hallways. The panhandlers used to be a real problem. They still are in some places but I haven't seen one in the Inner Harbor, Fell's Point, Canton or the other nice neighborhoods in months, maybe over a year, and I go through there almost every day. If you go to Baltimore and you go to West Baltimore, then yeah, it's gonna look bad. Because it is bad. It's The Wire alright. But the crackdown on lowlifes has done a lot to bring in new businesses in other parts of the city and a lot of places look really nice these days. Like in Little Italy where they demo'd a slum and replaced it with nice townhouses. Anyway I'm gonna say New York. It has gaping holes about it but because it's New York, it's romanticized to the Moon. Their food is nowhere near as good as people say it is. It's not bad by any means but a restaurant immediately becomes top-notch because it can survive in New York, a city that can sustain endless McDonald's restaurants. If they did that in Baltimore it wouldn't ever work because people here scrutinize food way more, even the poor. Food aside though, it's mostly the smell. It's because of all the cars and how tall the building are, but it creates this smoggy blanket that you can't go anywhere without inhaling. I've been in no other city where the air quality was that wretched. Surprised to see people say Boston. Stay out of South Boston and everywhere you go is a clean, nice neighborhood.

Hmm. I've been to a lot of places all over the US since my dad was in the army, but I can't think of any really awful places. Was never crazy about Tacoma, WA so I'll go with that I guess.
