I would love for it to be Bully Ray, but I just don't see it happening anymore. TNA is just intent on having their best heel in years become Brooke Hogan's purse holder. With him out of the picture, I think James Storm shold be the leader. He is in real need of direction. He has been just sort of there ever since Lockdown.

I gotta believe TNA has ano damn idea who they want to be the leader and they are just buying time untill...for some reason kurt angle is revealed as the leader.

I will give a qualified answer here, so maybe somebody can expand on mine with a more definite one.
Remember how disappointed everybody was with the WWE when Vince was revealed as the Higher Power? It was crappy for two big reasons: A. From a kayfabe perspective, the logic was completely nonsensical and B. The WWE pissed away a big opportunity to make somebody a big deal fairly quick.
What TNA should do, and this would be very bold, is introduce a brand new character as the leader of Aces and Eights. Not Bischoff or Brooke or Jarrett, but somebody we've never seen before (and I don't mean an old WWE midcarder) and immediately establish them as a top-tier player.
This is one of those rare opportunities to make a guy a star almost instantaneously (kinda like the Shield has become to a bit of a lesser extent) and since they almost never come around, it needs to be seized upon as best as possible.
Now, here's where I qualify my answer: As to who it could be in particular...well, I don't have any particular names in mind.

BUlly seems to be the more obvious choice based on the goings on. His face last week (I think) when hugging Brooke was a kind of confirmation for me. He had a rather serious expression which no one minus the TV audience, could see.

The flaw with this is that A&8s already has members who are established in the business. Bringing in a nobody as the leader would be a huge stretch of the imagination. Why would DVon, Taz, DOC follow behind someone who is not accomplished? The way they booked them it has to be either a wrestler at a higher level than those guys or someone in power. New names could lead shield or nexus because they were comprised of dudes on that level.
