I've thought about this and here goes: Punk should have kept the title until WM. Let's face it, the Rumble is a place to get the belt off a guy that you REALLY don't want main eventing WM (or the Chamber). As it is we have a guy hold the belt for 434 days and the big payoff is a part time wrestling Hollywood actor doing zero to earn a title shot and waltzing in to take the title, purely so WWE can give Cena a win back at WM? Bah. These matches really ought to be reversed, with Cena taking on Taker and the Streak and Punk defending against a Rumble winner Rock.
I think that's the problem I have with Rock getting the title the way he did. He has one singles match in like 9 years, vows to win the title again....and WWE simply gives him a shot at the Rumble. On any basic level that booking makes zero sense. A logical booking mind has Rock makes his "I want the title" promo, then he shows up in January and announces he'll be one of 30 men in the Rumble match. This way Rock actually has to do something tangible to earn his #1 contender status and it also gives Punk a proper blow off to his long title run.
Seriously doesn't all of this booking reek of nothing but satiating the Rock's ego and schedule? He doesn't want the title that long due to his movie schedule, so give it to him at the Rumble and he loses at WM, etc.

I'm guaranteeing you there is probably about 20 or more people backstage who would love to have the career Punk's had so far. I know I would.
The only "misuse" that's happening is from Punks head.

CM Punk only had that long title reign so it would seem more special when Rock beat him for it, and the title will mean more when Cena wins it.
