Out of all the main event guys and top dogs in the WWE who probably had no reason to be near the top because they were horrible, couldn't wrestler, couldn't talk, or couldn't draw...
I want to go ahead and take The Great Khali out of the running because pour guy has been through enough.

JBL
He could talk but was always a mediocre to average wrestler, didn't have the main-event star aura, and just seemed like a mid-carder pushed above his station. Not sure how much he drew.

I got to disagree JBL was the first wrestler I ever legit hated, and ended falling in love with him. I think he was perfect in the role he was giving and was a believable main event heel.

Diesel
He sounded bored, had limited "power" moves, had crap music, and never broke out of the "HBK's bodyguard" mould while in the WWF

Chosen One Drew McIntyre was a BOSS, and he should be an upper midcarder and occasional fringe contender right now.

Lashley, well to be fair his WM match did draw but he was still terrible.
(If Drew and Mabel count he does too)

Well while JBL never drew that well, it didn't help that most of those smackdown only ppvs he headlined had some terrible undercards. Case in point Judgment day and Great American Bash 2004.

Miz
He'll never be anything more than a mid-card douche. Pushing him to world title level didn't work. The only good thing about it was that little girl's hilarious reaction to it. He also wasn't helped by immediately going into a feud with Lawler after winning the title.

Jack Swagger. How he ever got the World title blows my mind to this day.

if Mabel counts then definitely him. WWF was spinning in its wheels and when you're desparate to go with freaking Mabel as a main eventer it just reeks of extreme desperation.

The Miz
I know a lot of us like to complain against WWE's (supposed) once fixation of Wrestlers having to have "A certain look" to be Champion, but its in-cases like The Miz were I wish someone said "Hold on a second: this guy doesn't look like a legit fighter that could kick your ass, like Daniel Bryan, and he doesn't look like a huge powerhouse that could kick your ass, like Brock Lesnar, so whats going on here"
I'm not saying "The look" is everything by any stretch, but when he doesn't back it up in the ring or when he doesn't have any positive charisma (The Miz has charisma no doubt, just not the sort that works to convince him he should have been WWE champion) then really what is the point.

King Mabel, Diesel and Jack Swagger by a country mile.
I'd also include Rob Van Dam simply due to them pushing him to the top about 3 years too late.

The Miz, without question.
I mean, for all the guff we give Jack Swagger's failed run, Jack's a helluva wrestler. And Diesel and Lashley make up for any drawbacks they may have had by being powerhouses with impressive physiques. And that's always how it's been: if you're lacking in one area, you make up for it in another. Batista made up for a lack of ability with power and personality, CM Punk makes up for looking kinda unimpressive by being great on the mic and in the ring, et cetera, et cetera.
Miz doesn't have any of that! I mean, no offense to the guy, but this guy should have NEVER left the midcard. He's built like a high-school freshman, his mic work leaves much to be desired, he's average in the ring, just good enough to be carried to a great match. Now, I'm not saying the guy should be turfed out like some have said before: he could, ideally, serve as a great Honkytonk-type chickenshit heel. But that's not how they used him, though. They played straight into his weaknesses by trying to make this 100-kilo, Spencer Pratt-looking fellow into the second coming of Triple H '99 or something.
Miz. Miz. Miz. No challenge.

It has to be Miz.
He just looked so out of his league, and the way they tried to turn him into some tough brawler was laughable. Had he been a real Honkytonk Man champion, I don't think he would have fallen on his face so badly.

Of the guys who won the strap and had the whole main event scene built around them, easily Diesel. Bad matches (save for a few with guys who could carry him), bad promos and one of the lowest drawing champions in the history of the company. Being a cog in HBK's backstage politicking machine didn't do him any favors either.
