They've done the opposite before where someone is an ultimate mark for a guy but why not a smark?
You could have him debut as a new writer on WWE.com and his articles are always incredibly smarky. Hates Cena, Hates Triple H, Hates Big Show, Hates Hornswoggle, Sheamus etc.
Of course he loves AJ Lee, Antonio Cesaro, CM Punk, Daniel Bryan, Fandango etc.
He should write favourably about smark favourites and completely "poop" on people that smarks hate. For example he should bring up the fact that Cena is "superman" and never loses thus is boring, He can bring up the fact that Triple H should step out of the limelight etc etc. Of course he hopes for WWE fans to recognize that the true leaders in sports entertainment are guys like Cesaro, CM Punk, Fandango etc
I don't know how you'd get the angle on TV. But I think It'd be pretty funny if this happened (Or at least something similar). Casual fans would hate him and the smarks would love him because he's "one of them"

There's not many places you can go with that gimmick. It would just be dropped abruptly after a few weeks.
On the other hand, I did have a gimmick idea for a WWE Superfan. He wouldn't mark out for people or anything like that, no, he'd use his insane amount of WWE history knowledge to work matches into his favor. He wouldn't fall for the signature spots of superstars like the normal wrestler does, an example would be him focused on not landing on the middle rope when he faces Mysterio. Or he'd bring up obscure match results to get refs to change their decisions.

I like your idea too though. Someone who is so educated on wrestling that he completely dominates using his mind rather than his ability.

No, I think it would go over the heads of most casual fans (the vast bulk of WWE's audience).

Yes, The same company that pretends sprinkles are capable of hurting someone surely wouldn't insult the intelligence of their audience. It is a silly idea but I think it'd be funny. Insulting? Far from it. We all know the Internet Wrestling Community exists and most people tuning in weekly know how geeky some people can get with things whether it's Anime, Sport, Video Games or even Wrestling. I'm not saying this character idea could main event WrestleMania but I definitely think there is some potential for a few comedic bits with a character like that.

When has WWE ever shown themselves to be capable of anything that could be remotely considered subtle or meta? Maybe the self-loathing types and those that like to see themselves as "above the IWC" may enjoy it, but they are sliver of a small segment of a minority.

Probably not a good idea considering how sensitive people are at times. I remember the FURY over a puppet in a comedy youtube show.
And back to Chikara? I don't think they're above insulting, self gratifying storylines. Gekido was nothing but the booker complaining about rookies and other wrestlers that don't like his ways.

I think with Mark and with Matt Striker they've had two smark characters in recent history.
