I think the Giant was still green when he first came to WCW.
Rene Dupree in 2004 is another one who comes to mind. He got decent heat, but he couldn't work with guys like Booker T, RVD, etc.

If we're talking chronologically and not in terms of quality, doesn't Chuck Palumbo have the record of wrestling only 6 months before debut for WCW?
Otherwise Steve McMichael is probably up there.
Rene Dupree was a case of an absolute wonderkid. His OVW/indie work showed he could generate absurd heat just in the way he would stand. He was thought for sure to be a can't miss prospect and, considering he's the youngest champion and possibly main roster member in the company's history, it speaks volumes how great his work was before his issues began.

Watts was probably wrestling's most notorious example of nepotism hurting a guy's career, as his dad tried to make him into a huge star when he was barely out of training. Yeah I always thought that David Flair was a parody of Erik Watts. I don't count David though because he was clearly a joke. The problem is that we still had to endure this joke on TV every week with titles no less.
The answer is Watts, all day, every day. Guys like Goldberg and The Giant are different, namely that they got over and were major contributors from the get go. Watts was pushed absurdly hard by his dad in 1992 and he was not ready for it at all and it killed him forever.

The Wifebeater only had one or two matches before signing to CZW, and was heavily pushed as a main eventer very quickly.
