How did she overreact? She didn't know who this weird person she'd never met was, but she knew that she'd been watched before, and that the person knew where she lived, and she just wanted the police to be aware in case anything happened to her, and let's be quite honest, it does happen.
If she hadn't done anything and it escalated, people would have said "Oh, well, she didn't complain when he started leaving notes, it's her fault, she was leading him on."

Did the note say "hey, I know this riduculous, but blah, blah, you're real pretty blah blah could we maybe go out sometime?" or "i watch you through my blinds. i must have you?"

He just said she looked cute and left his phone number, she didn't even have to ring it, she could have just left it there. Total overreaction. If anything, this is less intrusive than the guy coming up to her and telling her she was cute. And if we didn't have situations like that then the human race would cease to exist. And if anybody said what you're claiming they would say in your second paragraph then they're idiots. If it escalated she absolutely should call the cops and I very much doubt anybody here would complain about it.

One note... if it was more then one or showed up on her door yes I'd see the reason for concern but one note still seems like an overreaction. This is like being worried someone is stalking you because they approached you at a bar and didn't leave the bar after it didn't go well.

Because there actually there was a storyline in the a few years back where someone was aggressively stalking the title character and dramatic comic strip syndicate approved shenanigans ensued.

If he'd left a bunch of notes after she didn't contact him the first time, then sure, get them involved. But at the first one she's just overly paranoid. Leaving a note saying you think someone is cute and a number is just wasting the police's time and it gets a file on the guy for no reason other than him being shy.
Let's not make this out to be a stalking incident, they're neighbors, if you live in an apartment complex for eight months you start to recognize people and where they live. You typically share a parking lot, so you see what they drive, that's just natural. It's not something to call the cops over.
