I feel bad for anyone thinking that the Arkham Knight is going to be anyone else but the Joker. The Arkham games have twice now done the "oh, it's really not who we think it is!" trick when it comes to the Joker. Watch it turn out that the Order of St. Dumas, an organization which Azrael represents, collected the Joker's ashes and resurrected his body precisely to make the prophecy of destruction and redemption come true. Joker decides that after Batman failed to save him, he will now become the antithetical symbol to Batman's heroism and justice by emblazoning himself with the Arkham Asylum 'A', spreading chaos and violence across Gotham as an 'anti-Batman'. The game will probably end with he and Batman both killing each other in a fight to the death (say, a fatal multi-storey fall). Robin and Nightwing continue Batman's work in a Gotham shocked that the Dark Knight was felled by the Arkham Knight. Twice? You meet Joker in City in the first fifteen minutes. And that was a story that needed to be wrapped up, since ending it on roided up SuperJoker would suck. As for Origins, it was a money grab made by a C-Tier studio. Of course they brought in Joker, they weren't talented enough to blaze their own trail. But this is RockSteady, and they've set up Scarecrow as a very exciting main baddie. It'll be fun to see how they end it, and hopefully they'll make a Nightwing game afterwards.

There's also the Cadmus advertising throughout the Harley Quinn DLC. Not to mention the false positive (?) pregnancy test from Arkham City. So that would be another way for Joker to be brought back into the series. I think a Scarecrow-centric Batman game would be great, but given the narrative trajectory of the past two Rocksteady games, I suspect that people are writing off the Joker as the main villain a bit too quickly. Especially if the Arkham Knight is a huge misdirect, that he's a 'new' character but really one who is played by an old character. But we won't know for sure until October.

I really doubt they'd pull the Joker out of their ass. They really went out of their way to make sure we knew he died and it was the real Joker and as has been mentioned several times in this thread already, Arkham City foreshadowed the rise of Scarecrow as the main villain with Hush as a secondary one (possibly working hand-in-hand).
Well suppose they could work it in if they confirmed a little crackpot theory of mine: that Arkham City was an hallucination created by Scarecrow.
Either way, glad they seem to finally be taking Harley Quinn seriously. The Batman universe has an awesome female cast and they have done very little with it so far.

You guys are worried about Scarecrow actually being the Joker, but I bet he's actually going to be Batman. You'll never see it coming.

NO IT ISN'T AN ACCOMPLISHMENT, KOTAKU, SHUT UP. Seriously, Batman has so many villains that they don't have to just go right to the clown. If they ABSOLUTELY FRIGGIN' HAVE TO put Joker in the game somewhere, it better just be five minutes of Batman tripping balls on fear gas or something else and being taunted by Mark Hamill AND NOT ANOTHER STOP ON THE "TROY BAKER MUST BE IN EVERY VIDEO GAME EVER FOREVER" BLOOD PACT HE SEEMS TO HAVE DONE.

Oi, Troy Baker is a talented voice actor. He's just getting the push Nolan North used to have.

1. Yeah, he's a good VA. That doesn't change the fact that he doesn't have to be in EVERY F***ING VIDEO GAME EVER.
2. The only voice for The Joker that isn't Mark Hamill that's acceptable is John DiMaggio.

I kind of wish Michael Emerson gets another go as Joker, he was really good in Dark Knight Returns. Troy Baker, I felt, did a great job as The Joker. I mean, he was hired to imitate Hamil and I think he accomplished that well enough. I'd like to see what his own unique take on the character would be.

Troy Baker was the voice actor of Two-Face and Robin in Arkham City. I'm pretty sure he's been announced as a voice actor reprising at least one of these roles for Arkham Knight.

I didn't know he was Two-Face. That makes him even more awesome. Well like I said he's a good voice actor. He's really good at masking any vocal traits that might carry over between roles. You know how a lot of voice actors, no matter how talented they are, you can always eventually guess that it is them because of a few things that make their voice distinct? Baker can mask that. As for Baker having a lot of roles, please keep in mind that he's only had an influx of roles since 2011. Before 2011, he barely had any voice roles, be it anime or video games. He will eventually fade back down again. It is like I said exactly what happened with Nolan North. Before 2007, Nolan North might as well had been a nobody. After he did Nathan Drake in Uncharted and Desmond in Assassin's Creed? Well you saw how he took off, and was in damn near everything. That's what position Baker is in now. He's been slowly gaining more roles, but after 2013 where he did Booker in BioShock Infinite, Joel in The Last of Us, and The Joker in Arkham Origins, he's become the new hot thing. Eventually some other male voice actor will take his place and we'll be complaining about them being everywhere.
