I would say Undertaker could do it, but knowing how a lot of the time he wants to keep it at kayfabe level for his character, I doubt he'll do it. However, who else could induct him? I know he managed Mankind and Vader. Do you think Foley or Vader could induct him? What about Kane?

I think Taker is going to do it. I mean he already kind of broke the character last year when they used the death in the angle knowing that Paul "died" like twice before hand.

I wouldn't be shocked if Kane did it (though I'd fear an audience disapproval that night) and honestly not disappointed, since Paul was a big part of his character/career too.
But let's face it - if Paul's sons ask/asked Taker to do it, he'll do it. Kayfabe jobs in that instance, I think.

Exactly- plus, the fact of Taker breaking character to induct Bearer would be a more powerful show of respect there to really sell the induction than anything else would be.

Undertaker could easily do a Paul Bearer induction at least somewhat in character in a way that people would enjoy.
It's not like he has to talk like he's 1992 undertaker. He can talk. He talks all the time today.

They can do it in a "roundabout" way. Taker comes out in full "Taker Drag" with Kane, Foley or Both. Kane and or Foley does the main speech and at the end Taker picks up the Ring Says "Rest in Peace" and hands it to the family.
