Tito Santana (always claimed it was down to him and Bret for WWF Champ, depending if WWF wanted to expand to Canada/Europe or Mexico/South America- they chose Canada/Europe instead)

I remember reading a rumor that Finlay vs. Vince for the WHC would happen at WM24.
Also, Ryback was planned to be a main eventer/world champion all the way back to Skip Sheffield days.

From the rumor mills and dirt sheets as far as i can remember: Wade Barrett Matt Hardy Ted Dibiase Jr (i remember reading he was going to get a monster push, beginning with a Wrestlemania match against Taker) Cody Rhodes becoming WHCBobby Lashley Drew McIntyre John Morrison Chris Masters The list can go on and on. The WWE has always done the yo-yo push and have soured on guys that they were once in love with. I am sure there are quite a few guys that are lower on the totem pole now that at one point were being touted as can't miss prospects and future main eventers. Cody Rhodes? What did it say about him?

It also seemed pretty clear that Fandango was going to win the IC Title before he sustained his concussion and Axel took his spot.

Jeff Hardy was also going to win the title from Orton at 24 until he was suspended

Hall has came to say that Shawn wanted to drop the title to him as Razor but he talked him out of it because of the schedule and two faces in 96 would have confused the crowd specially with Diesel's uprising...

I think Axel was going to be inserted into that IC Title match at Payback and win the title whether Fandango got injured or not. I think it would've been a Fatal 4 Way if Fandango weren't hurt. They really wanted to push Axel as the hopeless loser who flukes his way to victory (and by WWE logic, he would've had to be on the card doing SOMETHING) and of course they wanted the "feel good" moment of Axel winning "his dad's" belt on Father's Day.

Became a real pick 'em when he got suspended.

Became a real pick 'em when he got suspended. yep. from what i heard Jeff was going to win the mitb and cash in on Orton. makes sense since they had a kickass feud earlier and orton also retained for some reason.

Hardy was for sure going to win that MITB. They pushed him hard during his feud with Orton and the match they had went well. Even later that year, they kept pushing him and he did win the title in December. I'm sure they wanted to have a cash in at Mania, as long as it would have made some sense.

Wasn't there NewZ about Michael Cole winning the Divas title in 2011?
A former writer claimed that the original plan for Survivor Series 2002 was for Hogan to come back and beat Brock for the title.
Chris Benoit was supposed to win the ECW title at Vengeance 2007.
I remember some rumors about Undertaker winning the title at SummerSlam 2004 from Eddie Guerrero.

I'm a HUGE Bret Hart fan, but the idea of him winning the WWE title at Mania 26 is awful. He physically couldn't wrestle and it sets a precedent that any returning former WWE star can just show up and win a title.
Think of it.... It's like having The Rock return and beat the most dominant WWE champion for years for the title. Or Batista returning and winning the Royal Rumble, setting him up for a main event run and probably title unless the fans revolt and protest.
Oh hang on....
Back to the question, I think Beefcake was due to win IC Title at Summerslam 88 as well as 90 but that title went to Warrior instead. Why was that changed?

I remember an interview with Vince on the wwe website where he flat out said that Finlay would never be a world champion. He prefaced it with the fact that he loved Finlay's work but it was an older style and that wasn't what sold anymore. It struck me as pretty surprising since this was during his later "my name is Finlay and I love to fight" days where he seemed to be gaining a lot of steam. At least I'm fairly certain this happened. Otherwise I'm just nuts.

That doesn't make any sense. HBK won the belt at Wrestlemania 12. Hall was already headed to WCW by then.

Depends on who you ask...Batista's biography claimed Eddie didnt want to be champion and the plans were for him to cost Batista the title in a three-way with Orton gaining the strap, though Vince's comments at the press conference following his death hinted the company had planned for Eddie to win it that week

Butch Reed was supposed to win the IC title but no-showed the event so they went with Honkey Tonk Man.
Paul Burchill and Katie Lea were supposed to win the IC and Women's titles respectively but the crowd didn't react when they were called up so Vince and Creative lost interest.
