I'm as big of a Stone Cold fan as the next guy but both of his reigns would be in my top ten worst of all time.

Shelton Benjamin's 2006 reign was highly forgettable. It was actually his 2004/05 reign that was forgettable. When he got his mama on board, it was far more entertaining.

Big E by far. And speaking on the HTM, correct me if I'm wrong but I believe he had such a long reign due the fact that he simply didn't want to drop the title to anyone. I believe he even refused to drop it to the Macho Man. Again correct me if I'm wrong

Mountie was over as a heel, and had the snarky, goofy persona that made you love to hate him. Plus that catchy theme. He should've received a longer run somewhere instead of just being a bridge between Bret and Piper
Jeff Jarrett held the belt a bunch of times and was a pretty boring champion, though probably not the worst.

I gotta go with Road Dogg since he only won it to swerve the burgeoning internet fans after it was obvious that Billy Gunn was going to be the next IC champ and vice-versa with Billy winning the Hardcore title after Road Dogg was chasing it. Thank you Vinny Ru.

As far as worst? Probably one of the guys in the Attitude era, when everyone was getting a belt to hold onto for a lil bit, and none of it mattered. Can't really point out anyone specifically, cuz there came a point in time where the reigns just sorta congeal into an amorphous blob of title switches. This. Absolutely 100% this.

That may be true, but his original run had nothing to it. I remember even JR was trying to come up with explanations as to why he wasn't defending his title. It didn't help he wasn't very good on the mic, so when they got someone who could take that burden off him...then they dropped her soon afterwards. But I loved his second reign, especially since he took the title off the awfulness that was Ric Flair at the time. His third reign was fairly forgettable, but not as bad. I might actually do an extensive list from worst to best IC champions, starting with Tito in '84. I hate to agree but yeah...there was no reason for him to win at that time and did nothing with it.

Her feud with Jericho was one of the VERY few highlights of 1999. You'd never seen something like that before.

This almost needs to have multiple sections to it. For instance, someone who held the title for a few weeks in the Attitude Era is not the same kind of IC champ as the guys in the 80s and early 90s. As far as guys who held it for a long time it's gotta be Honky as the worst. In terms of modern era guys Road Dogg, Godfather, etc.
It's weird but there are also major stars who had crap IC title runs. Austin's IC title runs were lousy, one being where he immediately forfeited the title due to the neck, and the other he forfeited the title to Rock because he refused to have a rematch. HHH's IC title runs were largely crap as well. His first run produced nothing of note and his 2nd run was toast before he got started since he got hurt and forfeited.
And as much as it saddens me, two guys go in the same boat as being guys who won the IC title in epic matches but had nothing, short title runs: Ricky Steamboat and The British Bulldog. As much as it pains me, Bulldog does not belong very high on an IC title list. He didn't have a notable title defense between SS 1992 and losing to Michaels. Steamboat didn't either really and lost to a comedy heel.
