In a few brief steps:
-Come out and state that he's been a proud US Champ but feels like the belt should be held by an American and so he'll relinquish (face pop from US fans, potential for PPV/Raw tourney to decide next champ)
-Confirm that he wants to step up and take on Lesnar at the next PPV. Have HHH come out and say go for it if you're that stupid.
-Stop wearing disgusting green/orange/grey gear. Stop wearing giant celtic cross medallion. Shave head. Grow beard out. Plain black trunks please, maybe taped fists - that's it.
-Cut a promo from a pub, holding a pint of guinness. Look p1ssed off. Talk about how you're fed up with playing the Irish stereotype. Say 'Fella' but in a quiet voice and with a bitter smile so it comes off as sad and ironic.
-Have a brutal, competitive power match with Brock and narrowly lose (and DON'T do the the stupid Beats of the Bodhran)
Voila! Instant star

I have absolutely no idea what's happened with Sheamus. Before his injury he was a solid main-eventer but when he came back he was given no storylines at all.
Everyone thought a heel turn was surely on the cards and then...nothing. Or to be more precise the US title, and with every month his star power has waned and he's just become another guy.
With the lack of star power at the moment I can't believe he hasn't moved further up the card.
I don't even particularly like him but it all seems a bit odd.

If Orton's turning face, then have Sheamus sell out after losing the US title at HIAC and join the Authority as Randy's replacement. Play upon the speculation about his and HHH's supposed friendship and make him the new heavy of the group.

WWE really f***ed up by shunting Sheamus down the card. If they had stayed consistent with him dating back to his big push in late 09 he could be seen as a main event mainstay by now instead of the fringy upper card guy he currently is.

Sort of a broader topic, but I think the World Heavyweight Championship in it's last few years was a midcard belt. I don't think Ziggler or Sheamus are any less stars now than they were then, their belts are just less big and shiny. Ziggler and Sheamus to me both seem to be more over now than they were then, and to me the belts they currently have don't mean any more or less than that one did.

Give Sheamus a cop gimmick, rename him "Officer O'Shaunessy," and have him come out and shut down awful comedy segments. He'd be like a cross between the police from Monty Python and the old Irish cop stereotype.

Turn him heel, and bring back the stupid jokes a la the Del Rio feud. The stupider/more racially insensitive, the better. Get people to really hate him. Then, when he's actually in the ring wrestling, have him just beat the shit out of people, with no smiles. Real powerhouse hoss-type shit.

I feel that if Ziggler and Sheamus weren't being demoted, WWE would've just gone on pretending that they were "above" those belts even with one world title that they were likely never going to touch again. On the other hand; I'm actually glad that theyre competing for the belts because I feel that they COULD elevate them if given the proper effort. Beating Dolph Ziggler or Sheamus (or Miz) for the IC/US belt would (or at least should) mean more than beating Kofi Kingston for it.
