Kingston and Benjamin are black, and Ziggler can't keep his mouth shut, and keeps making important people backstage upset.

Ziggler has a pretty nice push going at the moment, and he's getting focoused on as one of the few heroic faces in the company. Benjamin had a great lengthy WWE run, a bit underrated sure, I'm a fan too, but not much on the character/promo/"it factor". For me Kingston is okay, not good on the mic, decent in the ring, I think all around his career is going okay.
Seth Rollins? This guy is the MAN. He rules on the mic, his smarmy heel character has been terrific, he's unstoppably awesome in the ring, his versatility to fit all kinds of roles is evident, he's a maestro of wrestling. He's not just better than these guys mentioned, he's better than say Daniel Bryan (who is one of my favorites). He also has a better beard than everyone mentioned, including Bry!
Of course, it's all personal taste. We should all have our own favorites, that makes sense. But I also get wanting to see people you find underrated get more of a push. Seth happens to have a terrific spot at the moment, and I'd say he's more than living up to filling it.

I like Seth Rollins, but he does not rule on the mic. He's wooden, seems to have a bit of a lisp, and is perhaps a little nervous when holding a mic. They are all fixable flaws, but he certainly does not "rule on the mic".
Ziggler is a better talker, for one.

We look at these things a bit differently, to me it's subject to personal taste, and I can say that he rules on the mic. His accent and whatnot to me enhances his character, his voice isn't your usual voice, but it has a lot more character than say Randy Orton's voice. His delivery to me is very entertaining, and in general he's doing the best job of pretty much anyone in creating a compelling character I'm interested in seeing. But of course, all personal taste. Him gloating on the mic goading the fans to me is second only to Paul Heyman when it comes to entertaining promos in WWE right now. For me Ziggler isn't very good on the mic, and his character has usually been a bit lacking to me. I do like his no quit stoic hero character he's been given lately and he is doing a good job with it and has something, but for me talking isn't his strength so far. But hey, it's an art not a science, it's all subjective.

While you could argue that Rollins doesn't have to deal with the same glass ceiling as Benjamin or Kingston and has been given opportunities they weren't, there is a small thing that I think give Rollins a bit of an edge-there is a genuine air that anything can happen when he's performing, because he's a goddamn maniac, and people respond to that excitement and danger. Kofi Kingston has a carefully orchestrated Doritos Presents #OMGMoment once a year, for Rollins nearly getting impaled by a cage is just another Monday night.

I honestly don't think Rollins is all that great on a microphone. I keep reading people talk about his good mic work and...I just don't get it. In fairness, I don't think he's good on the mic. I think he's better than the other three though.

I'm actually surprised how much and how quickly Rollins has carved out a niche for himself in the upper-echelon. He possesses qualities that remind me of 2000 Kurt Angle: credible, cocky yet vulnerable. He's also mastered that whiny intonation to such a level that even anticipating it makes you wanna see him dropped.

There is also something to be said about the intangible. There's just something about Rollins where you can tell he's hungry and wants to make the most out of this opportunity. One thing people have always said about him is, no matter how great he is in the ring, he's just a "meh" talker..... as a heel, you get much more leeway to say what you want and improve your delivery than you would as a face. You can tell he's really working on that, you can tell he really tries to do his best and be a part of the match or segment that people talk about long after the show is over.
Guys like Kofi, just seem like they're happy to be there. Granted, not everyone can be the CEO of the company.. SOMEBODY has to be the janitor... but I get the sense Kofi is just glad he's working regularly and getting a damn good paycheck while getting to see the world. There's nothing wrong with that, he's great in his role to make people look good, as well as becoming the go-to guy for innovative Battle Royal near eliminations.... but I just don't see the same fire to grab the company by the throat and take what he wants. Now, that said, there's nothing wrong with being content where you are... and if he's doing everything he's ever dreamed of, then I'm definitely not dogging the guy. But, Rollins seems more willing to constantly improve, constantly pitch ideas, and constantly do what it takes to become the biggest player in the company he can be.

He has this obnoxious teenager's voice that reminds me of James Franco, then once in a while he can get real cutting and serious and he sounds like CM Punk. And he has that awesome HEH HEH HEH laugh w/shit-eating grin combo that's as good a heel trait as I've seen in a long time. He's been booked very well too, I love to watch him and consider myself a fan of his but I like it when he loses, becuase he's such a little shit that always wins and gets away unscathed.

Seth has always been compared to CM Punk ever since his NXT Champ days, and I think the Punk-vacuum created a space for him to shine and thrive, in the minds of the audience (listen to them whenever AJ Lee comes out) and WWE Creative who probably had lots more plans for Punk had he stuck around.

While no one is seriously advancing the argument here, beyond what I believe was a joking reference to it, it's certainly not that Seth was an ROH guy first. People HATED that dude during his ROH championship run. I mean, people soured on him HARD. He was winning everything, everywhere, and people were sarcastically referring to him as "indy cena". Still, he choked on winning the ROH title for so long that by the time he did no one cared.

Seth's promos are crap, am I right, HAHAHAA.
That's basically his thing. His awkward HAHAHA is Taker scratching his nose level of obvious "I'm shit scared to talk" tells.
