I think they fear that anything slightly altering the status quo they want will ruin business. See any time the preferred talent looks "weak" they immediately have them crush an angle just so they can be fine the next week. It seems like they book shows/matches based on stock/business projections rather than on stories anymore (I don't know if that makes any sense it makes sense in my head).

It's because the plans the WWE has in mind for any given angle don't always coincide with what someone might think they should do. Not about ruining anything, just about your particular idea of what should happen next not coming to fruition.

I will keep using this as an example of how poor their long-term planning is.
Bray's rocking chair.
That thing should've been built up for MONTHS, if not a full year or more. The significance of Bray Wyatt building it with his sister or whatever his back story is (another reason why things suck - no exposition), only for a big babyface to dismantle it in the ring, could've been a classic example of how to heat up a feud. Instead, it was just a throwaway segment for Raw done to fill a gap in the show and get to the next PPV. It meant next to nothing, but there was a little spark there that gave me the sense that that moment should've MEANT something.
The "no off schedule" thing they always brag about has a lot to do with it, too. These guys are all in a bubble where the back of their mind is always trying to figure out what to do next. Problem is, you have way too much tv to film and you're constantly traveling. It burns people out. Then you have to answer to Vince, who notoriously loses interest in things and is pretty widely accepted as being out of touch at this point. Just seems like the work environment has loads to do with why things just fizzle out so much.

I don't think WWE intentionally sets out to ruin storylines and in all fairness, sometimes expectations and fantasy booking influences why people don't like the direction they go in. Take Summer of Punk for example; most people (including Punk himself apparently) blame HHH for that storyline not taking off, but it's pretty clear that they at least had a plan involving Kevin Nash that didn't work out, for whatever reason. Was Kevin the best choice to go with? Maybe not, but it's not like they were setting out to bury Punk.
