I get that Undertaker was a better athlete but overall it seems kind of weird that they only used Papa Shango as enhancement talent. I don't even remember them doing a big feud between Undertaker and Papa Shango.

The Ultimate Warrior/Shango feud was horribly received for even a 1992 cartoonish wrestling audience. That said, how on earth didn't they bother doing UT/Shango? I'd have gone with Warrior/Berserker and UT/Shango during that down period post WM in 1992. Switch those feuds and you have some classic early 90s cheese.
Ironically Taker did feud with him later in 1995 as Kama.

Shango was good, but he just couldn't make the character work as well as Undertaker made his.

Didn't they try to setup a hogan/shango angle at WM8 right when Hogan was going out the door?

They didn't have the same level of faith in Shango developing as a wrestler as they did the Undertaker so gave up on him much sooner. Don't get me wrong, the Undertaker stunk for a long while, but was capable of athleticism we never really saw from Shango.

I didn't get to see the WWF regularly at that time, but I thought Papa Shango was a pretty cool character. Other people didn't think so? The Undertaker didn't debut as someone with supernatural powers. He was an imposing guy doing undertaker stuff.

Because we've seen the large giant style wrestler impervious to pain angle before. The UT was just taking that to a higher level but it was something that was done before in wrestling. Papa Shango was a step too far beyond that.

Taker caught on from the get go, Papa not so much. Still one of my favorite characters of all time though. Awesome look and entrance. Charles Wright is kind of an unsung performer. He puts the work in.

The Undertaker really got over doing that walk on the ropes move(old school); seeing a 6'10 guy do that was pretty amazing. Papa Shango, I don't ever remember, being a good or even interesting wrestler.

Besides the interesting/fun character, there was nothing else going for Papa Shango
Terrible plodding in ring style, zero mic work, Wright didn't really own the gimmick either
Still would have been a better choice as Taker's opponent at WM9 than GG

I think a large part of it was that Shango never actually went over anyone important. His feud against Hogan never materialized, and Warrior demolished him in short order before moving on to Savage for Summerslam 92.
In contrast, Taker destroyed everyone after his debut, I don't even recall any televised losses before he took the title off Hogan.
There just wan't any reason to care about Papa Shango, he was just a monster heel to be fed to guys who ended up leaving the company anyway.

Not as good a wrestler, without as much effort put into the gimmick by the company.
That said, I do like it and thought it was a fun visual.

Mick Foley in his second book said that Charles Wright had trouble with the characters he was playing like Papa Shango and Kama, like he didn't connected with the gimmick. Apparently his nickname backstage was the "black hole of charisma", it wasn't until The Godfather gimmick that he got over, because he was that character, the man actually ran a strip club, the Godfather was just an extension of himself.
Also according to Wright, Papa Shango was supposed to return in 97, but then Kane debuted and Vince didn't wanted 3 supernatural characters in the roster. Wright said that Shango was gonna be more reality based and scarier, it sounds interesting.
