This debate his been raging on WAY TOO f***ING LONG. Let's settle it, already.
Let's look at the advantages and disadvantages for each:
Rock has a definite weight advantage. As its alter-ego, Rockman, it is a noteworthy video game hero. It is also a professional wrestling champion, which shows its athletic experience. However, it is slow, a large target (Earth is just a rock, after all), and certain music fans claim that Rock has been dying for years.
Paper is lightweight, but fragile. Its most trusted ally is pen, which is said to be mightier than swords, so there's weaponry right there. Paper cuts really f***ing hurt, too. It has few other allies, as if you use something to wipe your ass, it is not your friend. It is the only one of the three to have tigers on its side.
Scissors has tons of combat experience; arm, head, and leg scissors have won many wrestling matches. It is a powerful video game villain as its alter-ego "Scissorman". It might also have the speed advantage; it is said that one "can't run with scissors". Has lost its edge over the years; do you see any stores with Safety Rock or Safety Paper? Has a snippy attitude and is very cutting, thus it also has few allies, though this has changed slightly since its film with Johnny Depp.
So...who wins this?

Rock just made a billion at the box office, scissors you see for free on the Internet (or so I've heard) and paper, well no one reads any more. Rock wins.

I usually go paper, because in my experience, a lot of people instinctively go rock.
This likely has to do with 1) rock being the first name in the games title and 2) it requiring the least amount of hand movement, since when we have to make an instant decision we tend to go with what takes least effort.
...Yes, I put too much thought into this, but the psychology of it is interesting.

I always pick paper, because everyone else always picks rock.
Unless it's someone I've played before, in which case they would already know that I always pick paper, and so would choose scissors, but I already know that they know I always choose paper, and so I would instead choose rock, knowing that they would choose scissors to beat the paper that they're expecting me to choose.
Of course, if this is someone that I've played multiple times before, then they would deduce my strategy of choosing rock to beat the scissors that they would choose to beat my paper, and would most likely choose paper in order to beat the rock that they would expect me to throw to beat their scissors. But since I know that they know that I know that they know my strategy of throwing rock to beat their scissors to beat my paper to beat their rock, I obviously would plan ahead and choose scissors, thereby beating their paper that they expected to beat my rock to beat their scissors to beat my paper to beat their rock.
It's a foolproof strategy, really.
