Just like Ryback's Shellshock it's gonna go through a period of being built up in TV matches (and perhaps a PPV Pre-Show) as a strong finisher. Then just like the Pedigree it'll become a move that people will more often than not counter easily towards the end of a match. I kinda want to fast-forward to when Del Rio pulls this move out after he tries to use it a few times unsuccessfully because it's so contrived/telegraphed by everyone he faces. I do like how Ryback stopped the marching with people on his shoulders, it gives them less time to reverse, I don't know if there's any way for Del Rio to speed up his stomp though unless it becomes a tag move with Rusev where he puts them into the position while Del Rio climbs the ropes.

it is no more contrived then the 619. Many Wrestling moves make no sense and couldn't possibly work in a real fight. Zigglers grab someone's head in midair with zero leverage and somehow DDT them is a great example of this. This "619 was unbelievable and contrived" thing is probably the one single thing people say around here that baffles me the most. He dropkicked or drop toe-holded them into the position, usually. What. the hell. is the problem. It's that every opponent who landed on the ropes seemed to be thinking "Oh great, a little rest. Catch my breath here. Say, what's Rey up to? Whatever, he hasn't hit me in about ten seconds...I'm good."
It's not as bad as The Worm, but after the first few weeks people should have been countering it.

While it's not ideal, I think a lot of finisher's a fairly contrived. The AA is predictable, as is the KO Pop-Up Bomb, as is how long Neville sets up the Red Arrow. I'm pretty sure I could do my taxes in the amount of time it takes for Neville to steady himself. I like how KO just tosses them off the ropes rather than doing a standard Irish whip. I like that too, or when someone's grabbed him and he shoves them into the ropes before hitting the Poppa Powerbomb. Anyway, I don't mind the Barrio Stomp, but it just takes too long to set up. I'm happy for it to be an occasional thing, but he needs another finisher to win with the rest of the time. If they built up his Enzuigiri, it could work. Because that's slick as hell.

They're stunned. Same reason why people just let Sid shove their head between his legs so he could powerbomb them. Once you start going down that road, pretty much all of wrestling falls apart. Rey's general slowness as his career waned made everything kind of stilted, but this is still a weirdly specific complaint.

It's an awful finisher that is at some point going to go wrong and hurt someone.
Give him the corner ensiguri or superkick to a kneeling opponent as a finisher

If Del Río's Tree of Woe Foot Stomp has to go, it might as well take Sasha Banks' double knee drop on a horizontal opponent on the ropes with it. The fact that Sasha has to shove people in between the top and middle rope to put her opponent in place, keep her in place, climb to the middle rope, jump and then doing the knee drop is kinda contrived, you know?

Well like you say, she physically positions her opponent like that so they're lying there. Del Rio's move requires them to grab the ropes and sit up like an idiot for 10 seconds waiting to get killed while he climbs the ropes, steadies himself and plays to the crowd. It's his opponent helping him out that makes it look stupid.
