Who's the best villain of the Marvel Cinematic Universe? I figure Loki, Wilson Fisk and Grant Ward are probably the top contenders, considering they had room for character development. I haven't watched Jessica Jones yet, but I suspect her nemesis at least got more screen time than the average film villain.
Anyway, I have a soft spot for Loki. But damn, Fisk is great.
Thoughts?

My personal favourite was Kilgrave from Jessica Jones. Amazing.

As great as Fisk and Ward are, Kilgrave is an amazing villain.
David Tennant's performance is fantastic.

Three of them are TV shows villains and the other got 2 movies to establish himself. They're still really weak with villains for the most part.

True, but there's shows out there that struggle to create great antagonists. Marvel going three for three is pretty damn good.

He's not a major "villain", but the way they revealed the Senator (RIP Garry Shandling) from Iron Man 2 as a Hydra sleeper agent in Captain America: The Winter Soldier was pretty brilliant.
