Scott Steiner. Nothing about him screamed main event and it certainly showed. They hired him knowing full well he had dropfoot and required surgery to wrestle, but put him out there anyway as they needed another big name to lay down for Triple H.

Mr. Kennedy is a prime candidate for this. On the verge so many times but had rotten luck going for him all the way up to his release. Got his due in TNA, but...well...it's TNA.
Kofi also should get a mention for that brief brush with Orton in 2009 that could have grew him were it not for "STUPID" gate.

Was that Kofi Orton feud main event? Then Kofi It was "busy work for Orton because we ran Cena/Orton into the ground and there's no one else for him to face".

Vladmir Kozlov always comes to mind in threads like this. My first thought

Yeah whoever thought Kozlov needs a huge rushed push is an idiot (yeah it was Vince)
Same with Khali. Looked like an 80s relict when guys could draw just with their menacing look

I wonder if Tensai could have worked if they had just stuck with him being Albert, and implied that he got way tougher while wrestling in Japan.
Out of all of these, I'm the most disappointed in Tensai not working out. I thought he had improved since the A-Train days.

Out of all of these, I'm the most disappointed in Tensai not working out. I thought he had improved since the A-Train days. I'd liked Albert for a long time. For a big man he could move and I've always appreciated big wrestlers who moved like much smaller men. I really do think that making him Tensai when his appearance was so recognizable is what did him in. They might have been able to redeem him after Tons of Funk but the Tensai gimmick was dead in the water the moment he appeared.

Lex Luger. He either lost (Wrestlemania X) or inconclusively won (Summerslam '93 & Royal Rumble '94) every big match he was in.
Though it shouldn't be a surprise that he failed in his main event push. He wasn't a naturally likeable face, adequate in the ring at best, and an average talker.
I actually think he would have been better off staying as the Narcissist, at least then as a top heel he could have had programmes with Bret, Savage, Razor, Shawn and looked a hell of a lot better in the process.

Ultimate Warrior.
Beats Hogan. Smashes through Rude again. Gets put in 6 man tags with LOD against Demolition. Refuses to give Macho a title shot. Slaughter beats him.
Guess it's more of a failed title run really than a main event push, but his act never translated out of IC champ or nothing.
