I imagine so. Heck I imagine the entire card might be disappointing, we could have another crappy Rumble and see Cena get his win that he doesn't need back.
I legitimately think Vince has forgotten the Rumble can be used to tell stories and set up Wrestlemania beyond the winner getting a title shot.
From Daniel Bryan being eliminated early to Lesnar doing NOTHING after the Wyatt's eliminated him, instead of going all beast mode on them and eliminating them, to the horrible way Reigns was booked at last years, to the atrocious camera work....I have very minimal hopes for this years and expect to sigh in disappointment again.
That being said, it's still one of the events I look forward to the most, and usually have someone who doesn't even watch wrestling over to view it. Every year I hope this is the one that makes sense and is booked logically.

I thought last year's Rumble was fun. Same with 2014 until the Bryan thing at the very end.
If the matches have a decent pace and fun spots. It's a good Rumble. People get way too hung up on the guy they want to win winning.

He 2015 rumble was magical. It is like.the booking everyone hated , came.alive in physical form.and that form was the rumble Truly the toilets aligned that year to make a once-in-a-generation shitstorm.

This year I don't care who wins and unlike the previous year's there's no clear one and only right choice.

I picked the third option, but I have high hopes for decent runs by my top guys.
Sami Zayn, Dean Ambrose, I wanna see Luke Harper go on a tear in this, I wanna see Samoa Joe come out and just wreck shit for a few minutes.
There's plenty to look forward to.

I would go a school far as saying if WWE did a storyline where, say, Bryan beat Bray then the Wyatts beat him up and stopped him from being in the Rumble like they should have done (and no, I don't count Bryan's promo against Bray because that's a dumb reason and covered zero bases) then that Rumble would be looked at a lot more fondly because it was a damn fun one. And 2016 had its problems but, again, good paced match, put people over and built towards WrestleMania. 2015 built up Big Show and Kane huge and then made them both look like complete idiots for arguing with each other when they had the win at hand. And literally nobody else, especially not the goddamn winner who you were supposed to be putting against Brock Lesnar.

I really think it has a good shot of being enjoyable regardless but there are definitely a few ways to make it suck arse because I'm ready for a new comer to win it, so I don't want either of these to happen:
#1 Roman wins. #2 Taker wins.

I'm a little sad that the only Rumbles I've seen in their entirety were the 3 most recent ones. Each of them had bits I enjoyed but terrible choices for winners. I was having a great time last year until HHH showed up and had a reign of terror nostalgia run with the belt (he has no business being near that belt in 2016). So, the only 3 I've ever seen have had good points but ultimately disappointed. I sincerely hope for a shocking win (i.e. one of the dark horse contestants), especially a Kofi one. The wish for Kofi to win is simply that his survival spots have become almost as much a part of the rumble as surprise appearances. But yeah, I'll watch it this year and hope it's good. That said I don't expect much.

Honestly, with no Bryan, AJ, Cena or Reigns in the Rumble match, this year there doesn't really seem to be any single guy who the crowd are likely to rally behind or outright reject. Some would be more popular winners than others, but overall I can't see a repeat of the crowd unrest of the last few years. Of course, if Reigns or Cena lose in their matches and pull double duty... yeah, that probably won't go down well.
