Has WWE turned him full heel at this point do you think? Or is this a thing like HBK WM 25 where Michael came off as heelish going into the match, but when back to being a babyface after it was over?

No. As soon as he left, the announcers gave the, "This is bizarro world/these fans are different!" spiel. If he were heel, I don't think they would have immediately went into "WWE Propaganda!" mode.

I certainly wouldn't expect so. The commentators scarcely acknowledged the crowd reactions beyond the usual "fans boo who they normally cheer on the night after Wrestlemania" spiel, Lesnar and Strowman are seemingly being lined up as opponents for him (and they're certainly not faces) and Lawler spoke favourably of him after the show. If WWE wanted us to regard him as a heel then you could be damn sure that they would have never stopped talking about the reaction he got from the crowd last night.

I say turn him heel at this point and make him a killer. Build towards face Cena vs. heel Roman at a big match like SummerSlam or WrestleMania.

I thought he kinda did -- beat up Undertaker and came out, listened to the crowd give him and FU and gave them one back with "This is my yard." I don't think everything has to be completely overt, like literally telling them to piss off. But that's just me. Braun and Brock are currently getting face reactions, too.

With Reigns it does kinda need to be that. He's given off this kind of attitude before and it lead nowhere in particular. This is the correct answer. It reminds me of when Punk attacked the Rock at Raw 1000 and people were confused about his alignment despite Jerry coming out with the "turning his back on the WWE Universe" line. WWE will tell you that you should boo/cheer someone, they never do subtlety.
