The most infamous example is the time he injured Steve Austin with it and I never thought he'd used it again.
I've just watched him use it again on Dan Severn in an injury angle and the move looks just as dangerous as when he did it to Austin (and before that, the time Austin did it to Chono).
Was Severn really injured by this move or was it an angle? Why did he do this extremely dangerous move again?

It was an angle. I think Severn was having a UFC fight around that time.

He also did it in a match against Scorpio on one of the Shotgun Saturday Night tapings.
As for Severn it was an angle as he went on to do a few more things before leaving in early 99.

I found this angle tacky, considering Austin legit broke his neck the same way.

Maybe...the move could be safely executed on 205Live in theory. Lighter athletes, easier to safely land dangerous spots (less mass = less force = more control) could make those spots a rare all-or-nothing move on a RAW ppv for unstance, mean more.
The only dude I see using Owen's moves is Drew Gulak tho. He could be pushed as the Top Guy (same Fists not Flips sorta oldschool heel) on 205. Maybe resurrect a midcard title like the WCW TV title and have Gulak defend it like Cena's US Open.

Severn's head hits the mat bluntly. I thought Owen would have at least tried to do the move safely.

Wrestling is dangerous. There was a miscommunication between Austin and Owen which caused the injury. Austin put his head through Owen's legs because he thought Owen was going to drop to his knees. Of course, Owen sat down instead causing Austin's head to jam into the mat. Accidents happen.
Stan Hansen broke Bruno's neck with a clothesline D'lo paralyzed Droz with a powerbomb Marty Jannetty broke a jobbers neck with the Rocker dropper Kennedy tore Cena's pectoral muscle with an awkward hip toss Lesnar broke Hardcore Holly's neck with a powerbomb Joey Mercury broke his face in a ladder match
Should we ban all those moves? Should we never have a ladder match again?

Once on an old Prime Time Wrestling, Marty Jannetty beat Pat Tanaka with a sit down tombstone. It looked awesome, but like you said, those guys were smaller and Marty had a few inch height advantage to help keep Pat's head higher.

Did Owen Hart do that reverse piledriver before Austin? Was he actually supposed to do a tombstone?

Holy crap, a sit down tombstone sounds ridiculous-- its a shame Taker and Kane are hogging the move for the big guys' division I'd like to see CWs put their own spin on these "power" moves like the assgrab maneuvers they were using during the CWC Tournament

Try the one Quackenbush does where he crosses his opponents legs and holds them while doing it, it's the Quackendriver II...
He's only ever used it a few times though and it's a kill move, don't think anyone has ever kicked out, as they probably shouldn't...

He mentions that Owen told him he was going to drop to his ass and Stone Cold thought he was joking. Then JR pops in for a moment to say since it was Takers move, Stone Cold should have known Owen wasn't going to drop to his knees.
