The climate of today's television hinders that.
Back when commercials weren't as prevalent, kids shows could get away with being half an hour long episodes, but when cable became a bigger source for ad revenue, shortened episodes became a bigger boon. Instead of half hour blocks, you have quarter hour blocks. I know abbreviated programming wasn't originated in the States, but I think it's where the commercial benefits became known.
As for his main subject, action cartoons have faded out of style because of varying reasons. For example, I remember a lot of action shows that tried to incorporate comedy to break the tension, and it just felt like more effort was put in the chase & fighting sequences. Also, action shows benefit mostly from a three act structure, which has now turned virtually non-existent. They still exist, but since they take more time, they aren't as desired by executives. Also, it's harder to write a 23 minute episode than an 11 minute episode, plus shows like Adventure Time proved you can maintain continuity & tell a full story in that time.
As for anime, today's crop focuses more on catering to specific audiences than being generalized, which makes presentation a challenge. There aren't that many "kid friendly" shows these days you can use (Pokemon & Yo-Kai Watch are two exceptions), as what was passed for younger crowds back in the 90s is now geared towards older crowds (Digimon Adventure Tri & Dragon Ball Super come to mind), so you can't really utilize them. Even sanitary, do nothing shows won't work. But, there's more to it than what I said, but I'm busy with other things.

When Sym-Bionic Titan was cancelled, I was SO pissed. I can't remember the last time I raged that hard over a show I liked prematurely ending.
And forget that that "Korra...Season One" baloney, all four chapters rocked.

Makes me interested what Sony's television division has planned. They made a big deal about buying Funimation and talking about how they have access to their catalogue along with Animax's and Aniplex's. I'm hoping it means a new "Anime Channel" is create for PSVUE and the other streaming services.

I'm hoping it means a new "Anime Channel" is create for PSVUE and the other streaming services. I'd say they'd probably want to do something more with VRV too, considering that's got its own massive back catalogue with stuff from Channel Federator and the like. Possibly bringing that to the rest of the world would be nice for a start...
