Something I've been thinking about. I think to qualify it comes down to diversity of how many different roles they've filled and the spectrum of their talents.
The two that I would say absolutely belong are Jim Cummings and Frank Welker. I couldn't narrow the others down to two, but the four I narrowed it to are Billy West, Maurice LaMarche, Rob Paulsen and Dan Castellaneta.

Along with Blanc and Welker, I'd put June Foray up there, incredible career, 70+ years.
The 4th I'm less sure of, probably Paulsen or Cummings

Dan Castellaneta has to go on this list I think the one thing that would hold him back is he's only done that one iconic character. Same with why Peter Cullen wouldn't be considered.

One name I would throw in for discussion is Phil Hendrie. While his animated work is limited, he is probably best known for voicing the Freewater's in Futurama and the principal in Rick and Morty, his radio show, especially between the mid 90s to 2006 was absolutely comedy gold. Basically he would create characters and have radio callers call in to argue absurd points.
