It's wishful thinking to think John Cena will ever be a heel. It'd be a shocking moment, it'd certainly get me, but I doubt it will ever happen.
That being said I don't want Balor to be a heel either, he's one of the FEW actually liked babyfaces on the roster anymore, they need to stop ruining faces people like and making heels people WONT BOO.

The Demon gets under Cena's skin. Cena becomes more and more aggressive. At their match at 'Mania, Cena is facing his "demons."
He becomes more unhinged, until he grabs a chair to finish off a weakened Balor, but the referee talks Cena down. Reminding him that this isn't him and he's a good man, like the end of Saving Private Ryan.
Ugh, that still pisses me off about the Wyatt match. Seriously, just do your job, ref. You're not a hostage negotiator.

Balor's been trending heel for awhile now, and I also don't really get why a run-in in the Rumble followed by a one-off match with a clean finish while Cena's in the middle of a different feud is being taken by so many people as Cena must be about to feud with him.

I voted for John Cena, and I'll tell you why.
While some may argue that Finn needs the heel turn, think carefully about how that would play out. Would Finn actually be booed out of the building if he even went full-on Prince Devitt heel? I'm willing to bet no. The work he'd have to do to play a heel in a way that would sell it would be astronomical. He would have to beat Neville for heeling it up on Twitter and Instagram; the charity work would have to cease entirely; forget any PR stuff involving him. All. that. stops. And for what? So Raw gets another heel for people to...cheer?
Now consider Cena, the Face Who's Run the Place for the better part of 15 years, whose career is beginning to wind down and who's been making more and more time for movies and no longer really in the main event mix the way he used to be. _Total Divas_ really didn't help his image much, exposing him as kind of high-maintenance and having control issues that have played out in his relationship with Nikki. His social media presence, while no doubt large, isn't quite as actively sought or engaged as some others, and he's not quite the top man in WWE in general that he once was. Here is the torch-passing arc in the making.
He comes back from his latest press junket and gets into the big match mix but finds that he's not getting the really big pops he used to get. There's a big dog in the yard he used to call home; some huge guy nobody can control, the champ's a part-timer he's never been able to beat; and now this little foreign guy in the black leather jacket and Speedos runs around doing flippy shit and getting down on his hands and knees and actually playing with the kids. So then he's in the Rumble and - look! - there's that Speedo kid and so, like everyone else he's eliminated in the past, he puts this one out as well - but gets booed like crazy for it. He doesn't understand; he's been able to laugh off the duelling "Let's Go Cena"/"Cena Sucks!" chants and even when the crowd sings "John Cena Sucks" to his entrance music. But now the faces in the crowd aren't nearly as friendly as they used to be and even the kids seem bored with him. Meanwhile, he'd just seen that same crowd cheering his opponent all the way to the ring and for nearly five minutes after he's gotten into the ring. So he beats the kid, but something's not right - he's not getting cheered for winning, he plays to the crowd saying HE'S JUST TRYNA GET TO WRESTLEMANIA! but it doesn't feel like winning because he's not getting cheered anymore. His bitterness grows as he faces each opponent and wins, but he doesn't get the love that he used to get or even the respect and admiration of the kids.
Simply put, they could be going with a Hulk Hogan at Bash at the Beach heel turn for John Cena.

There's no real point in turning Cena when he isn't even a full time wrestler and the full impact won't be felt

NEVER! *sigh* You're probably right, but it's going to hurt Finn even more than anything he's been through yet - if they half-ass it like WWE typically does. We don't need a Miz lite out there; some effort is needed beyond upscaling Bullet Club and cheap tactics. It's not just that they don't know how to book faces; it's that since 1996 they've not been able to book for any strong points on the alignment scale, and you can't market neutral or selfish characters to children or families. Cena turning heel as the aging hero rejecting calls to step aside and allow the future to rise would be well-trod narrative territory but one which wouldn't hurt him nearly as much. Balor turning heel is going to require some work on WWE's part, work I don't think they're able or willing to put in.

Yes, SD needs a new main event heel and Finn can fit that build with Gallows/Anderson doing the dirty work Assuming AJ goes to Raw than him and Nak will get a blow off match probably at the next PPV, Orton probably gets a shot as well and maybe a heel turn, and then you do the pre Summerslam build for Finn and Nak
