Neither. Just have Finn act more dickish and cocky when he gets drafted to Smackdown with Gallows and Anderson. The section of fanbase that eats up the actual alignments will boo accordingly and the rest will keep cheering or being apathetic no matter what.

Both. Finn would make more sense as a heel so he can do Bullet Balor Club stuff, and Seth is just a way better heel than he is a face. If I had to pick one, my money is on Finn.

Balor because he's got goons. Just turn him heel and put him on SDL and he's already got enough to fill out an entire year without touching the world title. There's way more opportunities with Balor as a heel even if he doesn't switch brands.

Finn Balor for sure.
Right now, he comes off as extremely bland, like "I used to be in the Bullet Club, isn't that good enough?". He needs a full-fledged WWE-specific character, and a heel turn just might do that.

Seth has found his footing as a face now and has the crowd hot for him, while Finn as a face isn't meshing with creative well. He showed so much more personality as the Real Rock 'n Rolla, let some of that come back to him in a rejuvenating heel turn.

Seth's finally found his groove as a face while I feel like Finn has gone as far as he's going to without a character reinvention, so definitely Balor.

Dude was at his absolute best as the Real Rock-n-Rolla, also at his sexiest, so I'd be more than happy with a full on return to that. If you want to insinuate that you have the Bullet Club, then go all in and let them act like Bullet Club. Cheat, be dastardly, cocky, arrogant, heelish. The fans will love it, but it'd still be awesome.

Finn for sure.
Heel Finn is uncharted territory within the WWE. I'm all for a heel Balor Club run.
On the flip side of the coin, the Seth Rollins heel run was high profile, long running and I'd imagine it's still fresh within the minds of most WWE fans. In all honesty, it's only been in recent months that Seth has started to truly click as a face for me. I'd let Seth run as a face for at least another 12 months or so before even considering switching him back to the dark side.

From a business perspective, it makes sense not to turn either of them heel. Finn's largely supplanted Cena with the kids (and is miles ahead with the womenfolk); Rollins can't afford another heel turn so quickly after turning face.
Creatively, to turn Finn heel would be a step backward, especially given the obvious connection between heel Finn and Prince Devitt. In order to get the desired reaction to it would require either a) beating down a face so badly that they kayfabe need hospitalization or b) attaching himself to someone even more hated. Right now, they can't do either; there are no faces whose suffering won't be greeted by a "You deserve it" chant, and no heels so utterly hated (except for maybe the Miz) that Finn's attachment to them would turn the crowd completely against him. The surest way I can see to achieving that - a romantic angle with one of the heel women superstars - would also smack of memories of Chris and Nancy, so that's a non-starter.
Rollins won't be turned heel for the simple reason that it will kill any and all interest in him. Paul Orndorff in less than four years turned alignments three times while with WWE; he's often cited as Exhibit A in the case against quick-change alignment shifts. Heels usually have one kick at the can as a face; they don't get a second face run (not one that succeeds, anyway) because the heel turn is seen as a doubling-down on their heeldom and removes the credibility of any future move towards facedom. Starting faces have a bit more leeway because their motivations for turning heel tend to be more grounded in an understandable or justified grievance.
We're forgetting a few other elements as well: Jason Jordan and Samoa Joe are still on the DL but are expected to return. Whether they'll be retconned and reversed alignment-wise will remain to be seen, but we here will at least hold WWE to maintain the Angle-Jordan storyline through to its completion, which requires Jordan to turn heel and either bring his "father" down into heeldom with him or face Angle in the ring. Samoa Joe is a natural heel and has no foreseeable path to redemption like Seth did (though it's certainly possible to do so.)
In short, Raw can't afford to lose either as even a nominal face right now. I anticipate there will be a Bret-Piper or a Bret-Davey Boy dynamic between the two, but since whoever doesn't win the IC will almost certainly go after the Universal title, there shouldn't be any hard feelings between the two at the end of the match.

Balor is actually making this wisecracking face thing work in my eyes. It is Way better than “serious wrestler man” and “Demon in funny hat”. He would get super over as a heel.
