Kamala was active in wwf and uninjured at the time of wrestlemania 3 but was not on the card.
What other over wrestlers were uninjured but missed certain wrestlemania cards through the years?

WrestleMania 1
Ivan Putski, The Magnificent Don Muraco, Mr Wrestling II, Ken Patera, Tony Atlas, Rocky Johnson, The Hart Foundation, and The British Bulldogs were all wrestling for WWE leading up to Mania 1 but didn't make the card.
Adrian Adonis, after having dropped the tag belts with Dick Murdoch two months earlier to the U.S. Express, disappeared until being repackaged.
Jesse Ventura, while being a commentator for Mania 1, was still wrestling for WWE on a regular basis. He could have just as easily gotten a match.
WrestleMania 7
Jim Duggan got to do commentary during the opening match of Mania 7, but didn't get on the card.
The Orient Express, Bushwhackers, Tugboat, and Koko B Ware also didn't get matches.

Billy Gunn missed Wrestlemania 17. I don't think he was out injured as he competed at the Royal Rumble and was Intercontinental champion a few months earlier. Strange that he wasn't in Chyna's corner for her match against Ivory.

Razor failed a drug test that in normal circumstances would have just been swept under the rug until after Mania, but then his signing with WCW broke, so they decided "Screw him then" and used the suspension to take him off the card. They brought him back the next month to "do the honors" to Vader in his last televised appearance, and had him lose to Hunter on his last series of house shows.

And if I remember correctly, he match with Vader was his only appearance of any kind following the suspension. He didn't even get any promos to hype the Vader match. As for the question, I know Paul Orndorff was the backup for Andre at Wrestlemania III, but it's weird he didn't have a throwaway match scheduled in case Andre could work.

He was apparently injured for most of his program with Hogan, but it was making so much money that he decided to put off the surgery until it wrapped up. When they officially decided not to do Hogan-Orndorff at WM3 I guess he figured he was better off actually taking the time off to get patched up rather then working a throwaway match.

Scott Steiner during his brief 00's run missed both Mania 19 and 20. His performance in the matches with Triple H is why he missed Mania 19, and his last appearance for WWE was in the 2004 Royal Rumble.

Booker T at Wrestlemania 21. Was active and popular but got squeezed from what was a relatively tight-run WM. It is also worth noting the original MitB was RAW-only, so couldn't even squeeze the guy in there.

When they officially decided not to do Hogan-Orndorff at WM3 I guess he figured he was better off actually taking the time off to get patched up rather then working a throwaway match. If Orndorff was indeed their break-glass-in-case-of-emergency, I would imagine they wanted him completely unconnected to the rest of the show, as opposed to booking him in a nothing match against Corporal Kirchner or Danny Spivey that would have made him seem less threatening to Hogan if he had to cover the main event at the last moment.
