Booker T isn’t the most elegant commentator, but he’s so enthusiastic that he always entertains me. Same with Dusty, who does have a following but also some critics.
As far as straight play by play guys, I always liked Bill Mercer and Bob Caudle.

Post-wrestling Rick Rude filled in a few times and sounded like he could have been Jesse Ventura Jr. if was really given a long-term opportunity. From watching his ECW '97 run I've felt the same way as well. He could have gotten better and better with more experience and worked well with Joey.

Joey Styles. He doesn’t get anywhere near the credit he deserves, in no small part because of how badly he fit into WWE during their WWECW phase. Honestly, ECW would not have been anywhere near as great as it was without his unique commentary and character.

I have been reading about Walt Harris since he passed away recently. He called National All Star Wrestling and Big Time Wrestling out of California, as well as Roller Derby. His heyday would have been in the 1960s and 1970s. Unfortunately, there doesn't appear to be much surviving footage from that time period, but you can find some Roller Derby games that he announced. Just listening to him call Roller Derby and give interviews, I can really see why he was so well-regarded. He had a great voice. He was inducted into the Roller Derby Hall of Fame.

I dunno if "underrated" is the right word for it, but I don't think Striker is as bad as the majority says he is. He very much is because IMO it is funny to me that the ones that really hate him the most are the ones most like him. The man absoloutley knows his stuff and yes like any commentator he has his things that annoy people and he tends to get really hammy with his puns but the dude is a stellar commentator I have said it before his calls during the trios finals and the main event of ultima lucha tres are easily amongst his finest work. And even though he is hated especially after triplemania his chemsitry with Vampiro is undeniable it just works.

Another vote for Raven in his many incarnations. I thought so as far back as when he did some shots doing announcing with Craig Johnson on the GWF.
Macho Man just for the entertainment value. But also...he carried his character development over to the announce booth, not only still doing angles from there and such, but when he started, he didn't decide he likes all the faces just because he got Elizabeth back. He started as being mostly pro-heel and especially mentioning that he couldn't stand seeing the Warrior due to the end of WM7. (He also did show similar disdain for seeing Sherri...) But as we got closer to the marriage, and after, his issue with Jake, Savage came back to the light side completely...note how him and Piper protected one another. And both came out for the save for Hogan when Undertaker laid him out.
Oddly enough, Piper when he joined commentary in 1990 seemed to do a heel turn before they quietly changed him back. I guess Vince was looking for another Jesse? (Piper I loved as well...just how he'd get into the matches which more often than not added to the stories/action.)
The aforementioned Craig Johnson in the GWF was very good, the presentation they were trying to have (mentioning other companies, wrestlers' pasts...) helped too. Thus you can probably name Joe Pedicino and Scott Hudson for their time in the company.
Doyle King at least had a wrestling pitchman's voice.

I enjoyed the announce team of Terry Funk and Chris Cruise on NWA World Wide Wrestling back in the day. Also, Barry Richards as announcer for California Championship Wrestling circa 1986.

Tronguard isn't as bad as his rep, but Blears was completely useless. No idea what the praise for him is about. Not as useless as Ray Stevens, but bad.
Marc Lowrance was incredible at getting angles over and at selling the World Class product in general. He wasn't the announcer to go to if you wanted a technical breakdown of the five points of pressure of a figure four leglock, but if you needed to get a despicable act by a heel over, Marc was your guy.

The original commentators for CZW (John House & Eric Garguillo) knew how to call matches and had great chemistry.
I was also pretty impressed by how well Mick Foley called matches at ECW One Night Stand 2.

Fans of the real ECW like to pretend that WWECW didn't exist except for both One Night Stand PPVs. That's how I felt until I watched CM Punk's debut match for the WWF on YouTube.

I think Paul Heyman was pretty underrated in his commentary run when he replaced lawler. Also Foley was decent Heyman was great in WCW too. Also I'd say Don Callis/Cyris in ECW.

Raven and Jim 'The Anvil' Neidhart both came to mind right away.
It makes me wonder how many other wrestlers would be good at it, but have never tried or been asked.
