I've been catching up on show recaps and it appears they're not even referencing the Survivor Series outcome, except for stuff like New Day pointing out they won on the pre-show.
Does this mean it happened 'just because'? Hell, let's invent a reason if we have to.

Vince McMahon loves Raw. I'm not joking; that's it.

Funny you ask, Bryan Alvarez was asking Dave Meltzer this yesterday on WOL.
According to Dave, the plan was to address this in the Rumble season, but he believes Vince has just moved on and has forgotten about it.

Vince: What’s that? Storytelling? Leave me alone, I’m counting my billions of dollars!

Because the floors were dirty and Vince hates a filthy house?

The Smackdown after Survivor Series essentially set the tone for this. There were no consequences for Smackdown losing as badly as they did at all. It was completely pointless in other words.

To show that Raw was the A show and Smackdown was the B show. Simple as.
Even the pre-show match, Smackdown looked bad, as it took The Usos and the New Day ages to beat the goobers that make up the Raw tag team division.

The same reason Akira Tozawa won the Cruiserweight title with no real build, James Ellsworth helped Carmella win the women’s Money in the Bank, they had everyone stand in a line to announce the first Women’s Royal Rumble etc.
Moments. They want people to come in for a big moment and hope it carries them to the next moment.
Shockingly, it doesn’t work.

Probably because next year there won't be a Raw vs. Smackdown theme.

Moments are meant to be a culmination through building a good story or enhance a story. It's why Bret/Austin worked. Why Hogan/Andre worked. Why Savage/Hogan worked.

It really does play into the reason a lot of WWE matches, despite being well-worked, just don't resonate much these days, doesn't it?
You have a bunch of dream matches (namely Rousey/Flair, Nakamura/Rollins, Bryan/Lesnar), have a really noticeable and emphatic outcome in favor of one side...but none of it mattered or meant anything. In order for matches to really be great that have to mean something, even something incredibly simplistic like winning a match and earning bragging rights for your "side" (e.g. Dynamite Kid vs. Tiger Mask in 1980s cross-promotional matches), but now they can't even execute THAT, so who cares what moves were used or what body part anybody worked on during those matches? It all led to nothing.

There was talk about it setting up a Shane heel turn, but that appears to be scrapped.

But if Shane ranted and got on these guys for being jobbers it would be well within his rights. It's hardly being a heel if you're the GM of the Cleveland Browns to clean house and be pissed after going 0-16. Actually come to think of it, they kept Hue Jackson longer than they should have.
I assume next year at Survivor Series with SD being on Fox they'll get this heat back. At least I would think so.

I think they are still building towards the Shane turn, but they seem to be using the angle with Miz as the catalyst as opposed to the Survivor Series fiasco, which is kind of baffling.

Sometimes Smackdown is treated like it's Vince's WCW OC that he can relive how he won the Monday Night Wars that he's seemingly still not over almost twenty years later.
