NXT is structured entirely different and caters to its type of fanbase, and there's always going to be a disconnect. Taped 1 hour shows, 5 big shows a year, and a roster that cycles people out once they've reached certain level of accomplishment and head to the main roster. They are doing 2 different things.
I wouldn't say its a 'problem', but it does ruin fans expectations because they can't understand the differences and why people don't 'feel like stars' on the main roster.

Overthinking it.
The problem is the lack of synergy. Which is mostly caused by the main roster.
And the main roster’s problem is too much content and not enough thinking to handle it

I feel like it's always important to remember the fundamental differences between NXT and main roster even once you get past the "It's developmental!" aspect of NXT that gets downplayed. In NXT, cats are working in front of the same crowd 2-3 times a night or they are working a smaller spot house show. On the main roster, you working in front of a different TV crowd each week.
Naturally speaking, of course you get better doing the latter instead of the former. The more you travel, the more crowds you work in front of, the more experience you get. With experience comes confidence. It shines through in a number of people that have grown as talents since leaving NXT. That's not a fault of any one person or even the system. It's working as WWE intended. NXT has never, nor should it ever be, treated as a replacement for the main roster. Thaat would just be silly to have two territories in the same area that operate the same way.
NXT is a way for people outside of WWE's system to become familiar with how they do things before going to the main roster where the pace is sped up way more and you also have to travel much more than you are used to. Kinda like how the G-league should, ideally, preapre guys coming out of College for the NBA pace.
NXT is when you learn to cook a steak. The main roster is when you learn to put some sizzle on it and make it look all sexy.
I'll clown HHH all day and night for NXT being a vanity project but in this particular area? The system is working as intended.

I do feel like NXT has been missing something since Dusty passed. Now it's clearly all Triple H influenced.
"Well this guy doesn't need a defined character. Just give him a long entrance where he hits time cues to the song and he'll be over. That's enough. Worked for Triple H."

I dunno, apart from guys from the indies bringing in their own gimmicks, since Dusty went you've had guys like Velveteen Dream, The Street Profits, Heavy Machinery, The Forgotten Sons, Bianca Belair, The Iiconics. Not everything works and some people need longer to hit their groove, but they are giving out gimmicks beyond "cool entrance".

Totally agree with the lack of synergy being the biggest problem.
But it seems like they don’t realize there’s a lack of synergy. They bring people up from NXT, not really giving an introduction or backstory, as if they assume everyone knows their backstory from NXT (which obviously isn’t the case). It’s a strange disconnect.
