And the thing is, wrestling makes terrible ad revenue. WWE might be winning the 18-49, but guarantee the other shows in the timeslot are making more money. Is that still a thing? I know it was for years even with the attitude eras high ratings but has WWE going mostly pg/pg 13 changed that any? And the reason Fox wanted them so bad was the dvr proof concept. Does that help ad rates any with that new paradigm? The only things advertised on Raw are other USA shows and fried chicken.

Fox execs are doing damage limitation for if things do drop that low. They don't want to be 'held responsible' by their bosses like Bischoff.

All things considered The Bar,Riot Squad,Uso's and Author's Of Pain are dealing with injury and WWE hasn't even used The IIconics at all as an ace up their sleeve. Once The Bar is back they won't just set the bar for increased ratings they will be The Bar.

Once The Bar is back they won't just set the bar for increased ratings they will be The Bar. Of those you listed, only the Riott Squad has a person out injured (and even then, they broke up months ago). AoP has been running vignettes for weeks, the Usos are kept off-air due to "creative having nothing for them" (read: their DUIs need major reflection time), and Sheamus was cleared but isn't returning with Cesaro. Even if the Bar reunites, they're as worthless as the rest of WWE's tag divisions. They would be fed to whatever team to make them look better instead of utilizing them to enhance the future talent like Cesaro currently is.

I legit wonder how low it's gotta get for FOX to actively intervene, because I can't see them being content if the ratings stay like this, or in fact get worse.

They're always going to have a strong say on what makes it to air, but for the most part I expect that the most they could do is renegotiate the contract after a set period (ie one year) in case they want to move it to one of their sister channels permanently such as FS1. All things considered, Fox doesn't have much programming outside of the occasional sporting event on Friday nights, so even at their worst I severely doubt they'll ever do anything as long as they stay top of their demographic (Selleck ain't losing the 50+ crowd).
