Long-running lines like WWE, Marvel, Transformers, TMNT, Star Wars, et. al. have put together lines of hundreds of figures, and there have been lines that lasted a good while and amassed large rosters of the brand's characters (Simpsons, MOTU Classics, Muppets, Playmates' Star Trek). Is there any property left that has never had a line of figures that could provide dozens of characters that would sell well (that last part is imperative) ? Or any that had a line that never made it past a wave or two that deserved ten or fifteen waves? I'm having trouble thinking of anything myself.

Captain N, I guess. Could have a bunch of different Nintendo & 3rd game characters.
SatAM/Archie Sonic. That there never will exist a Bunnie Rabbot action figure is a travesty.

Kenner just repurposed a bunch of Star Wars figure for it, though. Friar Tuck has the body of a Gamoraan Guard under his robe and the Sherwood Forest playset is just the Ewok Village.

Kenner just repurposed a bunch of Star Wars figure for it, though. Friar Tuck has the body of a Gamoraan Guard under his robe and the Sherwood Forest playset is just the Ewok Village. Also as much as I dig NECA and their Godzilla line, there's a large section of Godzilla lore they just are not making. I would dig stuff like the fairy twins, jet jaguar, would also love a Raymond Burr fig in the line too!

Have they made any figures for the Arrowverse yet? I dont mean the actual comic characters, I mean using the designs for the CW shows. Also, while there have been figures for Adventure Time and Steven Universe, they missed out by not having playsets like Finn and Jake's Treehouse, Bubblegum's Castle, The Crystal Temple, Homeworld, etc.

They've made Oliver, The Flash, Laurel, Supergirl, Zoom, Sara, Reverse Flash, Ray, Roy, Malcolm, Diggle, Felicity, Firestrom, Heatwave, Deathstroke, Black Lightning, and Martian Manhunter.

Franchises without toys or action figures and could sell well? They have never made toys for Lethal Weapon, would it actually sell well? Probably not. Fast and Furious franchise never had a action figure line, just scale cars and Mattel made some flip car toys for kids.
Valiant Comics has not had a dedicated action figure line, not even from the 90s. There was a 1/6 scale Ninjak, currently a McFarlane Toys Bloodshot based on the upcoming movie and that's it. Playmates made Turok action figures, but while part of Valiant Universe at the time, they were licensed from Gold Key Comics.

I have Robin Hood somewhere, which was a repurposed Kenner DC Super Powers Green Arrow figure, he still has a G on his belt

Has there ever been an Elder Scrolls toy line? Most I can think of is some statuettes (which aren't exactly toys) and Funko Pops. I think it'd do pretty well among the nerd shit crowd.

Super Powers mostly, still pretty crazy to see that a) Green Arrow had an 80s figure and b) they didn’t really put too much work into changing these guys.

I want to say 007. I know there was a short-lived line for James Bond Jr., but I don't think any company ever went all-in on the license. In the 80's, a line like that could have done really well. Tons of gimmicky villains, secret spy action accessories, vehicles with hidden features, etc.

Tons of gimmicky villains, secret spy action accessories, vehicles with hidden features, etc. I think out of the mainstream toy companies that Hasbro could do a good job if they did a Black Series/Marvel Legends style line with at least two of the different versions of 007 in each wave Personally, I'd start off by launching with Sean Connery ( naturally) Daniel Craig (still the current Bond) and Roger Moore. For the other characters in wave one I'd go with Odd Job, Dr No, Honey Ryder and Jaws
