Around 1:30 am, there was a lot of commotion going on behind my apartment building. I could hear a lady screaming over and over at someone "He fell on Junior!" I walked out my (second story) door to see what was going on and at the bottom of the stairs was a group of people arguing. One, my neighbor downstairs, pulled out a gun and fired it near one of the people they were arguing with. Didn't hit anyone, but I saw him fire the gun. The group dissipated, some leaving the premises, an older lady and an obviously drunk man going to their apartment in the next building, and the shooter and a woman (gf? wife?) kept coming in and out of their apartment.
I did not call 911 because I do not have a working phone. About half an hour later, the cops arrived. They saw the woman and she ran into her apartment where the shooter neighbor already was and locked the door. Cops saw me on my balcony and I came out to talk to them and tell them what I knew. They started knocking on his door and I heard them say they could hear someone inside, but they wouldn't open the door. Eventually 4-5 more cops showed up and they all kept trying to get the couple to open the door.
Then cops gave up and left. I'm not joking. So he's still here and he knows I not only saw him fire the gun but that I talked to the cops, even if he doesn't know I didn't call them.

Is there way to check police call reports online to see what happened on their end? I've tried googling it but having a terrible time figuring out what I'd even be looking for.

Is there a nonemergency line you can call? Explain your concern and that you'd like to speak to the responding officer. They would consider it a follow up. A shots fired call is easy to look up, even if the dispatch is a regional entity overseeing multiple departments.

Accidentally dropped it off my balcony weeks ago and destroyed it. Duh, I totally forgot that. What departments give out online varies from jurisdiction to jurisdiction. At this time of night, your only option might be to go to the department during normal business hours and speak to someone there, they can pull up the call information on their end and give you what info their policies allow.

That's wild. Hopefully there's some info 'bout the whole thing soon. It's not nice to relax in that kind of situation. Especially when there is no clear answer what's going to happen next.
I've had similar problems about a year ago when group of men were terrorizing the neighbourhood for quite a while here for no particular reason. Those dudes had been trouble in next village, what I heard. Police could not do much. Even when I was injured from my wrists as I had to battle off swingin' axe and keep distance from two other guys with knives. - It's crazy to me how crazy people can get...

Yes, they were told something had happened, but since they didn't witness it, they can't make the people in the other apartment open the door if they don't want to. Again, I could very well be wrong on this.

First off, hope you stay safe.
Has the landlord been notified? Violent acts like that are grounds for a 24 hour eviction. If it's public violence like that with witnesses, they should be posting a notice today. They can't disclose who told them. If he doesn't leave after the 24 hours, a sheriff can be requested to remove him. If he wanted to fight it in court he would have to stay somewhere else until the court date. At least the way it works in Canada.
Have the police done any follow up since it happened? Did they do anything like find the bullet?

Thanks for the support. Waited until daylight this morning and finally got some sleep. I have reason to suspect now that the man in question may very well have been arrested last night and that he and the arresting officer made it around the corner and out of sight before I saw the rest of the group leave, but I have no confirmation on that. But his girlfriend/wife/whatever is definitely still here, saw her walk past just a few minutes ago. I am hoping everyone involved were too drunk to remember most of it or didn't pay much attention to me seeing what happened. But I live in an area with heavy ICE presence and if they think I played a part in a family member getting in trouble with them, I could see retaliation at some point. Yeah, I would directly go to the department in order to help further remedy the situation and explain what happened. I don't own a car these days; I live on a direct bus line from my place to my (now former) job, and everything else I usually need is between the two, or within walking distance, so haven't needed one in a while. To get to a precinct at this time by bus, I'd have change buses four separate times to get there. In the worst-hit Texas county regarding Covid. Only one in maybe five people wear masks here, even before we opened back up yesterday. To a packed and bustling Dallas police department. Are you able to get a cheap phone and SIM off Amazon or somewhere? With the current unemployment/general economic situation, I have to keep all funds reserved for rent, bills and groceries. I would have already replaced the phone if not for that. But I can't spend a dime extra on anything right now. Has the landlord been notified? For future reference. You can make phone calls from Google Hangouts if you witness a crime and don't have a phone but you have internet access.

It’s not apples to apples, but I order a lot of police reports in my job, and they usually aren’t available for at least 3-12 days, and the department is almost never willing to discuss anything on the phone.
Reports themselves are public record and pretty cheap, but they’re sticklers for asking in person or through an official channel.

Something I do want to note about my situation here outside of the dumbass with the gun - it is not as dire as what I'm saying may sound like. No, I don't have a phone right now, but it's due to a really f'ed up "can you believe the timing?" deal. My best friend, on the other side of town, has tons of phones and will be bringing me one to replace mine soon. He would have already but he fell and shattered his ankle literally the day after I dropped the phone, so he hasn't been able to travel. Sometime toward the end of the week, he should be back where he can get around and I'll be set back up on that front. I have been in no hurry anyway, as I am very much not a phone person and actually kind of liked not having it around for a bit. I just wasn't expecting, y'know, this.
I do very much appreciate those who have reached out with offers of help. I'm sure I'm overblowing the situation and things go back to normal. Drunk people will sleep shit off, and regardless of anything, the police will have to had notified the office of the incident even if I can't confirm that, so whatever the situation, they're probably not here for long anyway.
