Streets of Rage2, Golden Axe, X-Men, The Simpsons, Tmnt, Batman Forever.... Etc
Name your favorite.
I say Streets of Rage 2 is the best. The Simpsons has my heart with the nostalgia and license

I likely played Streets of Rage 2 more than any other...but my heart will always be with the Ninja Turtles arcade games. They were huge at the right time in my life, plus at that point they blew my mind given the kinds of graphics they had for the era.

Guardian Heroes on the Saturn was KING of beat 'em ups.
Also played Streets Of Rage 4 more than any other game last year.

Streets of Rage 2 is the king, by far.
After that it's a coin toss between Final Fight, Turtles in Time, Batman Returns (SNES), The Simpsons, and X-Men.

As far as console it is Streets of Rage 2 IMO. But all time....goes to Dungeon Fighter Online which took the beat'em up turned it into an MMO and just went nuts with it.

Double Dragon (the first two).
Konami licensed works. If you disagree, WELCOME TO DIE.
Final Fight (-style).
Golden Axe.
Crime Fighters...not cause it was a great game, but it had lots of fun visuals. (guess that counts under Konami)

The Simpsons Arcade was just recently announced as the next 1UP Arcade, so that one is on my mind right now.

I'd have to think it over. Final Fight has great sprites, especially for when it came out, and a lot of charm points, but it also really loses out on variety compared to Streets of Rage 2, which, obviously that's not the most fair fight since it came later, but still.

Most of the time when I played X-Men I used Colossus because his special attack was absurdly broken. He'd just clear waves of robots off the screen. Nightcrawler's weird laser-like teleport was also stupid good.

Not the best of all time, but Scott Pilgrim vs. The World: The Game is probably one of the best modern tributes to the genre. And is a damn good game in its own right.
My personal vote goes to Battletoads (the difficulty though!), Turtles in Time or the Streets of Rage series. I'm rocking through 4 right now and having a blast with the Survival Mode. Surprising amount of depth in this game and just beautiful to look at.

The 1st Shredder boss blew my mind at the time and is still one of my favorite bosses ever.

Not sure if it's the absolute best, but I would still like to nominate River City Ransom for adding RPG elements back when that was a novel concept.

I absolutely adore the Streets of Rage series, but if we're going with a single game, it's Konami's X-Men. That might be my favorite video game of all time.

Streets of Rage 4 was one of the mostly insanely enjoyable games I’ve played in a long time
