I think Sheamus works because the dude absolutely lays his shit in. Never heard reports of him being unsafe, or anything, but he's like if Celtic Strong Style were a thing. Oh it's definitely a compliment. He's one of my favorite workers ever. Apart from the Brogue kick he doesn't do anything remotely flashy or that doesn't make sense for his look. While he's been in brutal wars he doesn't overdo it on the stiffness and makes everything simple look impactful.

Speaking of, I'd say Suzuki qualifies. He's not a mat wizard (although he is in real life) in ring, definitely not a high flyer, no fancy suplexes. Just kicking your ass, then a sleeper and/or a piledriver.

In no way do I mean this in a negative way because he's my favorite wrestler ever, but wouldn't Bret Hart qualify for this category? He did the elbow from inside the 2nd rope but that was about as flashy as it got for Bret. Everything was crisp, safe, looked good. Total pro. Very minimal B.S. Everything a pro wrestler should be IMO.

Okay So saying they are not flamboyant in move choices does not mean they are not flamboyant in personality So I vote Flair. I can barely name four moves he does. And that's not a criticism. Ditto Hogan. In the US at least they didn't even have potatoes! Uhhh... man, you're right. Harley Race was very workmanlike. Even his diving headbutts were more like a big guy dropping all of his weight and forehead into the opponent than the graceful ones Benoit and Bryan did. Also his power slams should have been classified as illegal in global warfare.

I'm happy that others have said Orton, because he was the first name to pop into my head. His moves tend to look very crisp, clean & solid.

Once every year or two he'll do something spectacular (usually an RKO counter like the one vs. Evan Bourne or on Seth Rollins at WM31) but for the most part I think this describes Randy Orton. Orton was the first one to come to mind, for me. Tomohiro Ishii works for this too, I think.

Suzuki gets so much mileage just out of his presence and his reputation (and that's a good thing, because it means he could keep going even into his 50s). He'll spend 90% of the match throwing open-hand slaps at his opponent, but it still feels like a major event.

I've kinda not made much secret of the fact that I absolutely love Orton as a worker. Yeah, he likes to keep it frustratingly simple most of the time, but he gets it over, and every now and then he shows you just how much he gets it and how good he can be.

Brent Albright, particularly in his ROH run. Just a great example of a guy who did the basics very, very well. His match against Pearce in the Hammerstein is available on YouTube for free and is a perfect example of a nice, simple match

Eddie Kingston doesn't have a very flashy moveset, he'll bust out some suplexes but I mostly think of him brawling/chopping and selling his way through his matches

JBL, whatever you thought of his push and his IRL issues was a guy who wasn’t a technician, a high flyer, a hardcore guy ect and couldn’t carry lesser opponents but you seldom got a bad match from him. Everything you saw was serviceable at worst.
