Shawn Stasiak was the best meat worker. As for potatoes, Austin claimed that Bob Holly was pretty good. Luther Reigns was the ultimate pea worker.

How about WALTER/Gunther? The most complex move the guy uses is the Fire Thunder Driver which he hasn't used since signing with WWE - the rest are just basic moves and incredibly stiff chops. He's big, but still built like a normal human being, and his tights and overall aesthetic are very simple and old-school.

JBL, whatever you thought of his push and his IRL issues was a guy who wasn’t a technician, a high flyer, a hardcore guy ect and couldn’t carry lesser opponents but you seldom got a bad match from him. Everything you saw was serviceable at worst. That's a reasonable argument. Good call. JBL feels like one of those guys who may have been a star in the NWA 10 years earlier

Once every year or two he'll do something spectacular (usually an RKO counter like the one vs. Evan Bourne or on Seth Rollins at WM31) but for the most part I think this describes Randy Orton. Orton was the first one to come to mind, for me. Tomohiro Ishii works for this too, I think. Another point in Ishii’s favor is the fact that even with the style he wrestles, the only person I can think of who was noticeably hurt after wrestling him was KENTA. Pretty much everyone who’s wrestled him says that his matches look more painful than they are. Jeff Cobb has gone as far as to say he’s never felt a thing after wrestling Ishii.

Someone I think who has a chance to be on this list soon: Will Hobbs.
The dude's offense is, on paper, super basic, but holy damn does he make even the simplest moves look impactful. With a little more experience and fine tuning he could hit a whole other level.

Since everyone said Arn, let's go with Larry Zbyszko. Larry is high on my list, and I would personally rank him above Arn Anderson, both as a worker and as a persona. Plus he looks like the kind of dude who would bitch you out for trying to take him to a restaurant that didn't serve meat and potatoes.

Lance Storm? He had a springboard dropkick at one point but mostly he was just "I am better at basic wrestling than you". In ECW he pretty much didn't even have a finisher, he just stole everyone else's to rub it in.

I’m not sure if it fits since he was kind of known as a submission specialist, but Dean Malenko was fantastic at using fairly low risk moves but making it look like he was absolutely brutalising his opponent.

Two guys popped into my head: Arn Anderson, who's already been mentioned a ton in this thread, and someone I haven't seen mentioned yet, that being Ron Simmons. Coincidentally, my two favorite spinebusters in the history of the business.

Coincidentally, my two favorite spinebusters in the history of the business. Yep. Simmons was about as no nonsense meat and potatoes as they come. He could brawl pretty well too but wasnt one of those recklessly stupid I'll take your head off for real brawlers (Hansen, Brody etc...who I loved but sometimes it seemed like they could really take someone's head off) and Simmons had some great power moves that he could pull out from time to time as well One thing that Arn did better than most other meat and potatoes guys...sell. GREAT at it. Not just good...great

3 pages and nobody mentioned Jake "The Snake" Roberts? The inventor of the DDT, may not have been the flashiest of workers, but he knew in-ring psychology and had a dark charisma to him. Plus, he knew how to get the crowd fired up in preparation to the DDT. I think he more than qualifies as someone who is good at knowing the basics.
