Putting aside their attitudes and not wanting to do business. If they dropped their egos and came in to learn and work with everyone.
Would their natural charisma and workrate make them at the Dudleyz level or even better? You could go one step further and say if the Enemy panned out, the WWF would never have signed the Dudley Boyz?
Could we live in a universe where are talking about Edge and Christian vs. The Hardyz vs. The Public Enemy as legendary TLC matches?

The Dudleyz were not technicians but they could work rings around PE and neither of them were the promo guy even Devon was

While I can see the Public Enemy having success in the WWF, the whole reason they ever got the tryouts and the eventual signing was an interest in Rocco Rock, so they would have probably been broken up after the second or so reign and not been together long enough to join the long-running tag-team rivalries when everyone hit their stride.

Most people forgot that Rocco Rock was in his late thirties by the time they arrived in the WWF. When WCW called them as well injuries piled up as age caught up to Rocco. I dont think it was WCW using them to their strengths, I think PE was out of their prime when they were in WCW. So they'd never reach the heights in ECW no matter what fed they were in

Honestly no. Bubba and D-Von were way more than just table spots. Both were great workers who were really charismatic and could work well both as faces and heels. While Public Enemy weren't bad by any means, they just weren't on the Dudleys' level. We also can't discount that the PE had a really shitty attitude (or at least were perceived to) to the point where the whole locker room hated them, whereas you never hear that kind of thing about Bubba or D-Von

Honestly no. Bubba and D-Von were way more than just table spots. Both were great workers who were really charismatic and could work well both as faces and heels. While Public Enemy weren't bad by any means, they just weren't on the Dudleys' level. We also can't discount that the PE had a really shitty attitude (or at least were perceived to) to the point where the whole locker room hated them, whereas you never hear that kind of thing about Bubba or D-Von Nah people have beef with Bubba being an asshole but D-von people loved. I dont think it was the point where everyone hated him though

No because they were washed up by the time WWF got them, they had already been overpushed in WCW anyways.

I dont think it was the point where everyone hated him though Yeah Bubba definitely has a reputation for being a bit of a dick but he never had the "entire locker room hated him" issue.

People seem to forget that Rocco Rock was already in his early 40s so there is no way they would have had the longevity that the Dudleys had who were quite a bit younger.

Public Enemy were talentless, in charismatic and basically had the abilities of garbage wrestlers who work in front of 9 people in a garage.

I'm surprised there was heat on them for signing with WCW over WWF in 1995. They didn't fit WWF 1995 at all and by time WWF was using guys like them, more in the ECW style, they would have been past their prime. Crazy thing is, Johnny would have been only in his early 30s in 1995-1999 but seemed just as old as Rocco. And I will never not feel it was awful what Bradshaw and Simmons did to them. If anyone assaulted someone like that anywhere but in wrestling, they would be locked up. It's pretty sick hearing Bruce Prichard defend it.

The Dudleys were better wrestlers, and also crucially, nearly 20 years younger than Ted Petty, who was on his last legs as a wrestler. (And in fact, died not long after leaving the WWF, hence the Ted Petty Invitational.) Johnny Grunge was younger and had a lot of friends (Benoit for one) but a number of health issues. So both were limited in what they could do, even if it worked out.
Certainly no chance of them being in a TLC match, unless you live in the Alt History where the first TLC match ended in someone actually dying.
Whereas Bubba and Dvon adjusted to several different promotions way of wrestling, and Bubba managed to have several successful singles runs. They're legit on the list of greatest tag teams in wrestling history, so comparing Public Enemy at the end of their run to them is rather unfair.

The Public Enemy were a better fit in WCW, as part of a sanitised pre Russo hardcore division where they wouldn't be expected to work 300 days a year or have bloodbaths or matches that require them to drop off ladders.

WCW used them just perfectly. They were heaters to get the live audience on their feet. I liked them as that quite a bit, but have almost no memories of their wrestling, of any angle whatsoever.
