Obviously we know WWF's decision to feed him to Butterbean in a legit shoot was horrible, so how would you have had him capitalized on winning the tournament with potential newfound credibility after languishing in the lower card for the past couple years.

Since Dan Severn withdrew from the tournament because he had “nothing to prove” I would’ve had Bart Gunn call him out and say “prove it now”

Just have him beat up jobbers for a bit. Granted, it'd basically just be what they did with Kama, and likely about as boring, but it's singles Bart Gunn. How high do you really think the ceiling is?

Well since "Dr Death" Steve Williams was rumored to be put in a program with Austin after he won it, might as well give that push to Gunn. Basically have him be Mr. McMahon's muscle headed into Breakdown. Have him put up a good fight, but loses in the end.
As a consolation for coming close to winning the WWF title, McMahon allows Gunn to enter into the IC title tournament after Triple H is injured, and wins it after defeating former brother Billy in the finals. He then holds onto it until Survivor Series where Ken Shamrock beats him for it. Tries to reclaim it the next night on RAW, and is unsuccessful, however he wins the Hardcore title a week or two from Mankind(sorry, Big Bossman, you'll have to wait until July 99) and then loses it to Road Dogg at The Royal Rumble and then history proceeds as it did, which I guess means he would still get knocked out by Butterbean at Wrestlemania XV, but to cut the former cowboy some slack, let's make it a worked boxing match(which Butterbean was willing to do) to give the illusion that he's in the same league and puts up a good, albeit fixed, fight. He can still go to Japan after that.
That's the best I have with the timeline given.

Bart “Shot” Gunn or “KO” Bart Gunn. You’ve spent time on your TV building him, keep doing it now. Anyone he catches with that left hook, they go down and stay down.
Let him be the unlikely muscle for McMahon. Vince says he knew Bart was something special when he hired him, and now that he’s realized his potential, Vince wants him to take the title off Austin. It’s not an out and out heel turn, just a good man being taken advantage of because Bart knows this may be his one shot at becoming the WWF Champion. He’s got the left hook that can put anyone down, he’s got Vince. And depending on whether Austin will play ball or not, I’d even have one Raw end with Bart catching him with that left hook, putting Austin down. Maybe even two Raws if we’re lucky. Now Bart KNOWS he can do it, and since that left can come out of nowhere, it creates tension throughout the match. When does he throw it? Will Austin lose?
No, because it’s Austin in 1998. No way he loses.
But, Bart hits the punch that has Austin knocked out at ringside. Bart and Vince manage to get Austin back into the ring at 9, but Austin kicks out at two. Add a spot where Bart accidentally catches Vince, then Austin ends it with a Stunner to retain. You get maybe another match since Bart and Vince will point out that Bart had Austin dead to rights before, setting up a Falls Count Anywhere. Again, Bart loses, but hopefully it’s competitive enough that it makes Bart look like a legitimate threat.
With any luck, we’ve established Bart as a credible upper midcarder. You can split Bart and Vince at this time and have Bart be a thorn in the side of The Corporation, or have Bart stay as the enforcer. I’d follow sungod’s booking at this point, save for having him go over Butterbean at WM 15. Bart’s entrenched now and makes himself valuable in the ever changing IC Title picture (or Hardcore), and see where he fits after The Radicalz come in 2000 and possibly 2001 depending on whether you keep him or not.

Let Bart do a worked match with Butterbean. Have him KO heel lowercard guys to build him up. During the Butterbean match, have Billy Gunn and Road Dogg pull shenanigans because, y'know, Bart just knocked out all the tough guys in the locker room, and Billy's trying to get Bart railroaded out of WWF before Bart decides to take another crack at revenge over the breakup of the Smoking Gunns. They cause Bart to get KO'd by Butterbean.
Bart gets a (kayfabe) concussion to keep him out of action for a bit. Butterbean, who didn't realize the NAOs got involved until after the fact, offers to help with his rehab. Show a couple vignettes of Bart training with Butterbean and learning how to punch things. For bonus, get Bart a bit of legit boxing training so it looks better. Keep him out for a month or six weeks, do hype vignettes. Show him knocking out Dr. Death and Bradshaw to remind us how tough he already was, then show him training with Butterbean. Show him crushing cinderblocks with his fists or something.
Bring him back. Have him feud with the NAOs. Maybe he makes his return to help get the tag titles off the NAOs and looks like a hero doing it. Have him punch out Road Dogg, but Billy escapes. Give him a bit of a singles push, have him scrap with Triple H, give him a shot at the Intercontinental championship, see if he can develop any charisma. Reevaulate just before the IC title match, maybe even going so far as to write two finishes to it and make a judgment call during the match as to if he's over enough to justify it or not. If he is, make him IC champ, let him run with the ball, see what happens. If he's not, phase him down the card, try him in a tag team. I think Bunkhouse Buck had left WCW around that time. He could've also teamed with Terry Funk post Chainsaw Charlie, or hell, teamed with Chainsaw Charlie.

I like the idea of a Mero partnership. Bart was a much better blue chipper babyface, but let Mero talk him into being a heel by making empty promises. Bart is the knockout artist, while Mero serves as his mouthpiece. I don't know his ceiling, but Mero was hateable enough that Bart turning on him could be a good babyface moment.
