I highly highly doubt his career is ending and Dave didn't sound to actually report anything when he said that. He just observed that he was in pain and doesn't know if he can be there at All Out and Dave for some reason only thinks in PPV terms of he figures if he misses All Out then it's Full Gear which is a big gap. It's possible he could come back in between or at least be on TV. But I think he'll be fine. If it was something worth retiring over, I don't even think he would be traveling to do something like Comic Con. It's just the phase of the injury where it hurts a lot and he's probably averse to pain medication to help with it.

If Punk is healthy and good come late September or October, absolutely you bring him back to pop a rating during the between-PPVs lull, have him run a filler defense just to shake off the rust, and build to Full Gear. It definitely does not have to be a binary PPVs only kind of thing.

Maybe bring him back a week or two out from Full Gear, but I don’t really need him around not wrestling for 6+ weeks before the PPV

Might have eased up oh that, but still.

An interim champion works for an actual combat sport since there are months between defenses anyway but in wrestling your options are pretty much 1), like this where the champion takes so long to return that it's just padding their reign for no reason, or 2), like Cody / Sammy where Cody returned so quickly that it was completely pointless in the other direction. It's just a stupid idea.
