So the biggest complaint on the self-proclaimed "Worlds greatest wrestler" is he's a good midcard hand, but wasn't meant for the main event. Immediately after leaving the WWF for the second time, he followed his longtime friend Vince Russo to World Championship Wrestling and got a main event/World title push, winning the once prestigious belt on four occasions for a combined 59 days.
While his reigns may have been forced, I don't think it was too bad of an idea of making him World Champ at some point. It just came at a time when WCW was already in shambles and went out of business less than a year after his first title reign. He might've not been the guy material, but no one could've saved this sinking ship. So while I do feel the complaints of his main event push have some validity, I do think Double J gets more flack than is warranted.
That being said, let's say you were given the task of making the six time IC champion the company's World champion? How would you do it? I'll give my idea after a see a few posts.

I'm going to go with the idea that they convince him to re-sign after dropping the title, by promising him a World Title run and WrestleMania main event.
Jarrett disappears off TV after dropping the IC Title to Chyna. At Survivor Series, everything happens as it did irl, up until the main event. But when Austin's replacement is to be announced, instead of Big Show, it's Jeff Jarrett! Jarrett proceeds to win, after breaking guitars over both men's heads. Jarrett then goes on to marry a drugged Stephanie McMahon in a drive-thru wedding chapel the night before she was set to marry Test. At Armageddon, Jarrett beats Test after Stephanie betrays her true love to help the Champion retain (Triple H and Vince can still have their feud they were already in the middle of and the Street Fight can end with DX reforming their, instead of two months earlier).
Jarrett and Stephanie then reveal that made a deal with the devil, Paul Bearer, to bring in Kane as their bodyguard. Triple H and DX become tweeners to feud with the McMahon-Jarrett Regime. Mick Foley also gets involved as the only true face in the story, setting up a triple threat at the Rumble, where Jarrett pins Foley to retain. At No Way Out, Jarrett retires Foley in the Hell in a Cell, while Triple H and DX are dealing with the Radicalz (Eddie doesn't get injured this time). At WrestleMania, Jarrett faces The Rock, Triple H and Chris Benoit in a Fatal 4-Way Match, with Stephanie in his corner, Vince in The Rock's corner, Shane in Triple H's corner, and Linda in Benoit's corner. Jarrett retains, but at Backlash, loses the title when Austin returns and helps The Rock win. And eventually, Jarrett is revealed as the blond driver of the car that ran over Austin, but he didn't do it for The Rock, he did it FOR HIMSELF!!!!!
Austin beats Jarrett at No Way Out in 3 Stages of Hell, Jarrett leaves the company to start TNA, and I put the crack pipe away...

Oh wow, my idea is very similar to yours, except with a few adjustments. Being the previous champion, Double J invokes his rematch clause against Chyna at the Survivor Series, but this time, it'll be in what he calls a "man's World", a 15 foot high steel cage. This amps up his sexist character times 100. He wins the belt back to regain his momentum and makes him a record setting 7 time Intercontinental Champion. The next night on RAW, Triple H is pissed that he was screwed out of the WWF championship and demands another crack at the title. McMahon says he can get another chance if only he wins tonight's triple threat number one contenders match against Test and a mystery opponent. Later that night it was revealed to be Jeff Jarrett. When Triple H has the match won after a pedigree, Double J smashes his head with the guitar to cover him for the win and gets to face The Rock(who won the WWF title match the previous night) at Armageddon. Match at the PPV ends in a DQ via guitar smash. Later that month, he loses the IC championship in a triple threat match, but in order to protect him, it's Chyna who takes the fall to Chris Jericho. Jarrett than goes on to challenge The Rock in a rematch at the Royal Rumble. After the ref is knocked out, Rock's head is smashed with a guitar. When the ref regains consciousness, he sees Jarrett has The Great One in the figure four. The ref than lifts The Rock hands up three times and then awards the match and championship to Double J. This also makes him the second ever Grand Slam Champion. He then enters a feud with Mick Foley which results in a Hell in a Cell match at No Way Out. This one would be championship vs. career. Jarrett retains. Meanwhile, Vince McMahon makes Triple H(who won the Royal Rumble match) put his #1 contenders shot against The Rock at the same PPV. Rock wins. Stage is set for Wrestlemania 2000. Jeff Jarrett defends his WWF championship against The Rock. If you want to make it a fatal four way match like it was in real life, you can add Triple H and Mick Foley(who Linda McMahon reinstated for one night only) to the mix. Foley is eliminated first. Triple H and Double J then double team on The Rock until a miscommunication occurs causing Triple H's elimination. It is then down to Jarrett and Rock, and this time The Great One comes out on top and becomes a five time WWF champion. They have a rematch at Backlash, Rock retains. Meanwhile, Jarrett goes back to the midcard for a bit where he's in the IC title scene along with Kurt Angle, Chris Jericho, Chris Benoit, and Rikishi. He then has the reign a heatless Val Venis had by beating Rikishi for it. Also has that same match with Rikishi where The Big Samoan does a splash onto him off the cage onto Jarrett. Rikishi was injured a lot and he slowly started moving for the cage door to escape, but Tazz interfered in the match by entering the cage and attacking Rikishi with a television camera. Jarrett then takes advantage and pins Big Kish to retain the WWF Intercontinental Championship. Jarrett then loses the IC belt to either Chyna or Eddie Guerrero at Summerslam in a mixed tag match. Trish Stratus would be his tag team partner, and to protect him, takes the fall. Goes for the title again, but his unsuccessful. When Austin returns after the hit and run that put him off the shelves for nearly a year, it was revealed that Jarrett did it. He can use his past animosity in his dad's promotion as well as doing it to free a spot for the main event scene. Has a match at Survivor Series that ends in a no contest when Austin uses a forklift to flip over the vehicle that Jarrett was going to run him over with. Jarrett replaces Rikishi in the six man Hell in a Cell match at Armageddon(Kurt Angle retains). Faces Kurt Angle at the 2001 Royal Rumble for the WWF championship, but loses the match due to Austin's interference. The have a three stages of hell match at No Way Out. First fall, regular singles match. Austin wins. Second fall, No DQ, Jarrett wins after a guitar smash. Third fall, steele cage, Austin wins with the stunner. This ends the feud and then Austin goes onto Wrestlemania X-7 to take on The Rock. As far as Jarrett goes, maybe he can challenge Undertaker for the streak. He then loses. Leaves WWF to form TNA and history resumes as close to as it was before. That's the best I have.

The night WCW is purchased and Vince announces on live TV that Jarrett is gone, that becomes a major piece of foreshadowing.
Shane fools Vince and buys WCW out from under him. The InVasion happens, but WCW and ECW remain separate entities, with Austin (the WWF champion) joining neither side (he remains neutral). At SummerSlam, there's a Fatal Four-Way where Austin has to defend against a WWF challenger, a WCW challenger and an ECW challenger all in the same match. The WWF one is babyface Angle. The ECW one is Rhyno. The WCW one is supposed to be Booker, but he forfeits his spot because he hates the Rock so much and wants to face him in a WCW championship match (which Booker loses). The WCW opponent is unknown until the other three wrestlers are already in the ring. Everyone thinks it's going to be DDP. That's when Shane announces it's Jarrett, who joins the match and ultimately wins by cheating to pin Rhyno while Austin is occupied with Angle. Vince is incensed, not only because it's Jarrett with the belt but because Austin and Angle ("his" guys) allowed it to happen.
From there, Austin vs. Jarrett is a big focus (with Debra caught in the middle and Vince and Austin having an increasingly frosty relationship at the same time Vince NEEDS Austin to get the WWF title back from the "invader"). Jarrett eventually drops the belt back to Austin, or to Rock in a WCW-WWF title unification match.

Jeff in his worked shoot return would have been his best chance. If you could keep him hot at least lukewarm until after Mania 14... good luck with that.
Have him take the Foley role as the new corporate challenger for Austin. Give him the title around that time in some BS McMahon fashion. Rinse and repeat.

If you heard his return promo, it got crickets. The follow up was even worse with as the NWA stable's crown jewel. He then reverted back to his country music gimmick, something he denounced the previous fall. After he got the haircut and got an edge, then he was finally going somewhere, however even then he wasn't "main event" ready. That's why I decided to have him resign and extend his stay, since the peak of his overness was towards the end of his run, even if it was through cheap heat.

Have him in Backlund's place for the transitional role to Diesel? Albeit having him wrestle an actual match, even if it is on a house show.
