So, essentially, I think it was a western cartoon about a psychiatrist (psychologist?), and that's about it? Animation isn't as smooth as most.

Yeah nice.
It was some early work to several people behind the show “Bob’s Burgers” including the show’s creator Loren Bouchard who was a writer for a lot of Dr Katz

I may have been too young to get most of the humor true, but trying to watch an episode of Dr. Katz was tricky because of the squigglevision. Probably why I never got into "Home Movies" either because the first few seasons did the same thing (they stopped later on from what I've seen).

The show was created in the early days of Comedy Central as a fresh way to repurpose stand-up comic material, which was the bulk of the channel's filler programming at the time. The squigglevision was created to give scenes of what are effectively just talking heads some dynamism. As the series continued the focus on Dr. Katz patients reduced and more complex plots were given to Dr. Katz, his son Ben and his secretary Laura.
Home Movies was the spiritual successor to the show. Squigglevision was used for its first season. They switched to a more traditional flash animation starting in the second season, largely because the show featured much more movement and action from the characters which was more difficult to animate with squigglevision.

Dr. Katz the first or one of the first to use the "Squigglevision" style that Home Movies and a few others did.
