Like No Mercy 2017 had a double main event of Brock Lesnar v Braun Strowman and Roman Reigns v John Cena. Reigns/Cena was a first time ever Wrestlemania main event level match and Brock/Braun was also a really big match at the time with Braun at the absolute peak of his popularity. I'm surprised one or both of those matches didn't happen at Summerslam the previous month instead.
This maybe wasn't that unusual at the time because WCW's roster had so many big names but a card like Uncensored 1998 is full of all-time legends and it was just a regular monthly show, not even one of their bigger ones like Starrcade/Superbrawl/Halloween Havoc/Great American Bash.

I think basically any 2000 WWE ppv. When the undercard was full of future world champions like Jericho, Benoit, Eddie, E&C, Hardys, JBL (I suppose) etc you know it was good .
At the start of the year you even had two of the select few better than Bret Hart in the undercard, Kurt Angle and Road Dogg (and even his partner is one of the most over wrestlers of 2022).
Edit: Damn beaten to it due to stopping to make a Road Dogg joke. He really does ruin everything.

Battleground 2016 had The Shield face-off in a really good 3-way, Sami/KO drawn a close to the original rivalry and Cena/Cass/Enzo take on The Club in a banging 6-man. You had other bits like Bayley making a main roster cameo as Sasha Banks' mystery partner and whatnot. Just an all-round fun night of wrestling that kind of gets passed over in recollection sometimes.

In Your House: Canadian Stampede. 4 matches: 3 of them grand fun for what they were (wild brawl, Japanese daredevil exhibition, hoss fight for the belt) and an all-time classic main event.

Rebellion 2001 was headlined by the red-hot heel Stone Cold vs a returning Rock match, pretty much the biggest match the company could book at that point. Since this was a UK-only PPV a lot of people assumed the match would be revisited at Vengeance, but then WWE swerved everyone by having Jericho run through both guys.
Whilst maybe not totally "stacked" it does still include Jericho vs. Angle, Edge vs. Christian for the IC title in a cage, a Dudleys/Hardys/APA triple threat, and Big Show vs. DDP on the undercard.

Vengeance 2005 took place after Raw drafted WWE champion John Cena, but before World Heavyweight Champion Batista went to Smackdown, so it was one of the few times both titles were defended on a B-level PPV at a time brand boundaries were pretty rigid, and one of those title matches was Hell in a Cell to boot.

Unforgiven 2006 had the headliner of Cena vs Edge in a tlc match, Dx vs Vince and Shane McMahon and Big Show in a hell in a cell and Trish vs Lita in Trish's big retirement match.
