I’m talking a mid-major company like Impact, MLW, or ROH before AEW gobbled them up.
Inspired by day dreaming about how even today a promotion could probably still be built around RVD. But no one bothers taking a chance because I’m sure he’d just half-ass it then jump the second WWE or AEW offered him something.

Company is pushing it, but I truly believe that Kevin Ku and Dominic Garrini not carrying a tag team division SOMEWHERE is criminal.

Garrini is one of my favorite workers on the indies now, but his voice is about a notch above the squeaky voiced teen from The Simpsons. He has a great throwback look and ring presence though. It’s weird because I first became familiar with Garrini through the AIW podcast so the mental image I had of him was more like that Simpsons character.

I can buy him as Nelson Muntz, especially when he has his mouth guard in

Carry is a strong word, but Chris Masters/Chris Adonis would be an asset to literally any wrestling company. Like, MLW, WWE, AEW, Impact, any puro or lucha company, etc, he could be a damn fine addition to the roster.

AC Mack could walk into any company, grab a mic, and become top heel in 10 minutes.

Huh, a couple of ways to interpret this; we talking someone with existing star power, or are we thinking people just on the cusp of getting to the next level? I'll assume the latter.
Anyway, "unsigned" seems to be a fairly vague category these days, but the people who come to mind first are Trish Adora, Masha Slamovich, and O'Shay Edwards. Maybe Alec Price. A year ago I woulda said Edith Surreal, but she seems to have lost a lot of momentum and has gotten really sloppy in the ring, so unfortunately she's out.

And to echo what someone else said he mostly wrestles in an around Colorado...he mostly streams nowadays and does the occasional bit of acting and he owned idk if he still does , his own suppliment company.

Edwards and Price are two I was coming to post. Price is a year or two away from blowing up huge.

Jacob Fatu I feel like is the top answer here outside of Kota Ibushi who literally just became a free agent lol
Calvin Tankman, Mike Bailey, AC Mack, and Vikingo would also probably all be fantastic choices for anyone
Billie Starkz might be the best dynasty stash pick if AEW hasn't signed her yet

Asuka/Veny - can only assume she wants to remain a freelancer because promotions should be competing to sign her.

For the levels you saying. Right now until the other companies signed them or whatever. I'm going on Star power. A lot of good talent named that would be good to build as you home grown talent. But As an put there name on a banner right away and get some kind of result guys. This is who I have.
1. Jay White: Saying him because I believe he about to be a free agent and said to the US. Being he a good talker and the resume he has from Japan. He has to be the guy in terms of star power than would connect in the US more easily. 2. Koto Ibushi: Same as Jay but I think the one thing that gives Jay the edge is because he not known for speaking English. So I have him at #2. 3. Nick Aldis: He built himself well as NWA face of the company and still in his prime. Good talker and old school style worker. He was the guy when the NWA wasn't laughable as it is now. 4. Matt Cardona: He appears all over. While I know he works with Impact, the NWA and ext. He not locked down with any of them. Unless there is some truth that maybe he WWE bound. He on the list for now. He enough star power and build himself up the last couple of years since leaving WWE. 5. Chris Adonis: Very good hand for your roster. Good look, can work, and had the pieces. A good build up he can be a company carrier in the short term for a couple years. 6. Da Pope Eljah Burke: NWA wasting him But same goes for him as said about Adonis. Hell of a talker that can get over fast. 7. Mandy Rose: If she still wants to wrestle. You have to consider her a star for your womens Divison. 8. Sasha Banks: She had dates in Japan but if that full time? If not she the biggest star really out there for women, maybe out there.
Others I can said good hands but wouldn't be big enough. I thought about Chris Hero and wondering what his status really is. But at less a good backstage guy I would think. Willie Mack hasn't officially signed with AEW has he?

On Jay, if he's to be a free agent, then he would already be a free agent, since New Japan contracts end in January and he'd likely also would've had a communication from New Japan itself about him being let go like Ibushi has. The likeliest outcome is that he's still signed but will stay stateside and be the face of the American branch of New Japan while being allowed to be in other places. Ibushi clearly doesn't want to be tied down, so he isn't going to be carrying any company. Aldis, on the other hand, can work, depending on how much you're willing to make the company spin around him and the main belt, as I believe that was the secret for his NWA run and where he plays best.
