I'd a lot rather it be Charlotte / Rhea but it's kind of hard to justify beyond, "I care more about it personally than I do the tag titles."

That pop to end Smackdown definitely gives them a lot of juice to be the main event.

With the reactions and how invested people are in the Usos/KO/Sami stuff I'd be shocked if it's not that. With the work they've all put in the past year I think they deserve the accolade of "Wrestlemania main eventer" more than Charlotte/Rhea. I also think it'll be nice to have the tag titles main event for the first time ever.
As happy as I'll be to see Rhea win, she's a heel. A "cool heel" but still a heel. I don't think her winning is a big enough moment to close out a night of Wrestlemania. Not compared to the emotion of Sami/KO winning then potentially Jey shenanigans/face turn after the match.

The end of the Bloodline has to main event both shows given the magnitude of the angle. Have KO+Sami/Usos main event one night, and Cody/Roman on the other.

The end of the Bloodline has to main event both shows given the magnitude of the angle. Have KO+Sami/Usos main event one night, and Cody/Roman on the other. I'm not 100% on this, but I'm like 75/25 Bloodline retains at Mania and they move into six mans until the Bloodline explodes and Jey takes out Roman. Cody is nuzzling up too much to Sami for something to not be up. Gotta see how it plays out, but it seems like a major angle alert if something happens with the Usos and they lose and the next night Cody wins too. It's better to space this out and the temptation for Roman to hit 1000 days is too much. I won't be surprised if the Bloodline loses at Mania at all, but with each passing day, I'm less confident that's the way it's going to happen.

Easily the Tag Title Match. The Bloodline getting the main events on both nights would be a good swan song (or beginnings of) for the group.
I love Charlotte, and I love Rhea, and any other time I would be voting for them, but Charlotte's reign has been meh at best, and only feels like she was brought back to do the favors to Rhea at Mania. Which I'm not complaining, but it's a feud that I just don't care about other than I like both ladies, and would love to see Rhea (and Asuka respectively) get their hands raised on that night.
I haven't seen the clips from Smackdown, so maybe they've heated the Women's Title Match up. But so far this is the first time I agree with people who say it feels like Charlotte's on auto-pilot.

The tag would be a big moment, but I feel it’d still hit really hard opening Night 2 and add further stakes for Roman/Cody that night, especially now it’s the subsidiary story to Cody’s. I’d say Charlotte/Rhea for what it can potentially achieve for down the line. Sami/KO winning is cool and all, but they’re both very well established and there’s less of interest for them post-Mania cause it’s still the tag division and deep down we all know KO’s gonna turn on Sami again down the line. While solidifying Rhea as a main-eventer does a lot for the women’s division (which needs it as they’ve only main-evented one PLE in the last three years), and then adds stakes to her eventual match/feud with Bianca.

If I were personally doing this (and credit to Mark Quill for putting this in my mind in a way) I would keep the Bloodline stuff on Night 2 entirely. Make both WrestleMania nights a case of book-ends.
Night 1: bookend with the Women's Title matches. Have the Raw Women's with Bianca and Asuka open, as I'm sure if both are motivated enough they can give a good match (hopefully with an Asuka title win but we'll see what may come). Then mix in some other matches here and there, the Men's Four Way Tag that's been hinted at happening here, one of the two Secondary title matches here (might put Cena/Theory here for the big name of Cena so his presence isn't near Cody and Roman), and close out with Flair/Ripley (since I am of the opinion that the Rumble winners should main event their respective Mania nights).
Night 2: Bookend with the Bloodline stuff. Open with Usos/Sami & KO. The remaining matches in between, ending with Reigns/Rhodes. This night is where I'd have the Women's Fatal 4 Way and the 6-Woman Tag since Night 1 had the two title matches.
Again, that's just how I would set up things.
